Mission Description
Job Purpose:
MIS Manager manages several countries within the cluster in 2 different domains:
• IS: Information System (Business Applications)
• IT: Information Technology (both RUN & BUILD within the discipline of IT service management (ITSM) as defined by the Information Technology Infrastructure Library (ITIL))
to facilitate the achievement of organizational goals by maintaining it in operational conditions and developing it to meet operations expectations (level of service).
They directly supervise the countries of the cluster MIS teams.
Job Function:
• Spokesman of the global AL strategy of the MIS
• Understand the business to become force proposal
• Build up the MIS budgets of the several countries within the cluster and control its consumption follow-up
• Manage MIS Human resources (see deliverables here after)
• Plan, organize and assign tasks to the MIS team to ensure smooth running of operations (Production follow-up, Hotline, Administration, Management)
• Manage IT Hardware resources (see inventory and capacity planning in deliverables here after)
• Manage MIS projects/major change in the state of the art: express of needs from users, planning of implementation (priorities), specifications book, tender, supplier choice, acceptance letter
• Ensure continuity of service for Infrastructure (IT computer room, power feeding, data and electrical cabling, telecommunications) + Systems (AS/400, Windows (including email)) hardware and software administration + Business applications
• Must be the custodian of the group norms and policies respect: Use only Business applications/MIS services compliant with AGL AL IT catalogue to address users' needs
• Ensure a ITIL MIS support process (single point of contact for hotline, GLPI ticketing, troubleshooting, logs analyze, reporting, Centreon monitoring) for users in the country and eventually for smaller countries under responsibilities
• Ensure production follow-up on a daily, weekly, monthly basis
• Ensure data backups (local archiving and external archiving)
• Ensure systems backups
• Apply AGL TL security policies regarding physical accesses (secured computer room, switching, WiFi, Internet via firewall), implementation of Symantec Endpoint antivirus and users rights over systems and businesses application
• Respect the purchasing procedure: DAC process, quotations from local official vendors or UNICAF to provide AGL TL IT/IS standards/norms in accordance with group tariffs
• Manage IT licensing: all used software must be genuine and declared to the different publishers. Ensuring no unlicensed or cracked software usage.
• Provide cost effective solutions
• Request For Proposal: launch regularly tenders to increase the suppliers SLA and save the costs
• Manage IT contracts and SLA: Review supplier's contracts making sure they are in accordance with AGL AL requirements, meeting our expectations. Eventually apply the penalties for non-compliancy.

• Communication: Main point of contact on all MIS-related matters (except daily hotline) for operational people
• Reports to Regional Office (Nairobi) and or Head Office (Puteaux) on all MIS major incidents and MIS requirements/needs from operations in the Country.
• Communicate with governmental institutions like Revenue Authority or Ports Authority and comply with government regulations (including copyright laws)
• Ensure MIS management is compliant with ISO processes, ITIL processes and QHSE processes.
• Techno watch, anticipate new technologies
16 MIS deliverables:
Production follow-up file (data backup, system, network telecom, infrastructure). Frequency -DAILY, WEEKLY, MONTHLY
IT Hardware resources management:
• Hardware inventory (including IT contracts). Frequency- DAILY, WEEKLY, MONTHLY
MIS Human resources management:
• MIS skills matrix (MIS team, SuperU) . Frequency -QUATERLY
• Organogram. Frequency -QUATERLY
• Raising MIS training program for 2013 (MIS team, SuperU) including costs into MIS budget by mid-September. Frequency -YEARLY
• Appraisals (MIS team, define objectives with measurable KPIs) by end of November. Frequency - YEARLY
• Job Description (MIS team) . Frequency - YEARLY
Global MIS management:
• Validating IT invoices. Frequency -MONTHLY
• MIS Action plane update. Frequency -MONTHLY
• Monthly meeting with CFO. Frequency -MONTHLY
• Business applications cartography. Frequency -QUATERLY
• Capacity planning (mainly for telecommunications and hardware but also human resources) . Frequency -QUATERLY
• MIS budget consumption follow-up. Frequency -QUATERLY
• Key figures / Key information country by country and year by year. Frequency -YEARLY
• Software licensing declaration. Frequency - YEARLY
• MIS budget construction (pre-budget by end of July, budget by mid-September). Frequency -YEARLY

Qualifications
• Degree in Information Technology or Computer Science
• ITIL foundations certified
• Strong knowledge in Microsoft Active Directory environment
• Knowledge in network/telecom (Cisco certifications appreciated)
• Knowledge in VMWare virtualization technology environment would be an added value
• Knowledge in IBM AS/400 environment would be a “plus”
Experience
• 15 - 20 years relevant experience in IT or MIS fields
