About RWI The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) is an independent academic institution that combines multi-disciplinary human rights research with education, support and outreach to contribute to a wider understanding of, and respect for, human rights and international humanitarian law. About the position This role will support RWI's Afghanistan Scholarship Project, an initiative providing female Afghan students with the opportunity to pursue higher education in partnership with Indonesian universities. The wider Afghanistan programme, which also includes other initiatives such as supporting the UN Special Rapporteur on the situation of human rights in Afghanistan, is managed from RWI’s headquarters in Lund, Sweden. Day-to-day management will be handled by RWI’s Country Director in Jakarta, while strategic direction and budget oversight rest with the Country Director Afghanistan in Lund.

As Programme Officer, you work in close cooperation with Indonesian partners, Afghan scholars and a range of other stakeholders. The role involves programme planning, coordination, monitoring, and reporting.

You will develop work plans and activity materials, manage budgets and arrange logistics such as travel and accommodation. The Programme Officer is also expected to monitor the students’ study progress in close coordination with the university partner, while regularly assessing programme outcomes and risks. Additional responsibilities include preparing narrative reports, contributing to methodological improvements, conducting research to strengthen programme quality, identifying new opportunities in line with RWI’s mandate, and undertaking periodic travel within Indonesia to support activities.

Required qualifications and experience:

  • Univerity degree in human rights, social sciences, international development, law, or a related field, with an advanced degree considered an advantage.
  • At least 3-5 years of documented experience of programme management, human rights work, higher education, or international development cooperation, ideally with some experience working with academic institutions or scholarship programmes.
  • Knowledge of means and methods of international development cooperation work.
  • Strong knowledge of international human rights standards and mechanisms.
  • Excellent drafting and reporting skills.
  • Fluency in English with excellent writing skills.
  • Proficiency in Bahasa Indonesia.
  • Analytical skills.
  • Proven skills to work in multicultural and multidisciplinary settings.
  • Effective communication and interpersonal skills.
  • Ability to take initiative and prioritise work tasks.
  • Ability to work under pressure and complete tasks within given timeframes.
  • Supportive of a learning organisation with a strong willingness to share knowledge.
  • Flexible, proactive and solution-oriented mindset with a desire to continuously improve work performance.
  • A high sense of responsibility and commitment as well as strong attention to detail.
  • Cultural sensitivity.
