MEAL Officer

Job Purpose
The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer provides technical hands-on support and leads on specific MEAL activities for 2 Regions Field Offices implementation of projects. This includes designing project M&E, Accountability and Learning Plans; conducting and supporting evaluation studies, designing project monitoring tools, supporting effective monitoring of project outputs; capturing project results; and contributing to LM’s annual monitoring and reporting. The position also supports effective accountability systems, including beneficiary complaints and response systems; and will contribute to project and organizational learning processes.
In line with LM Sudan’s MEAL approaches, the MEAL Officer is responsible for ensuring all MEAL processes are gender-sensitive, and are participatory, including capturing the voice of children in Education projects. The role includes providing direct, hands-on support for project and program. The MEAL Officer is expected to work in close collaboration with Area Coordinator and all project staff.

LM International has been operating across Sudan since 1995, with a strong presence across multiple states and established operations in South Kordofan and Blue Nile, delivering multi-sector humanitarian and development programmes including WASH, food security and livelihoods, education, protection, shelter & NFIs, and health in partnership with national and international actors. This role is based in South Kordofan and will report to the Deputy Program Manager and technical reporting to the MEAL Specialist and will work closely with Project Coordinators and field teams.
Duties and responsibilities:
Monitoring, Evaluation, Data Management & Field Monitoring
- Support the design and implementation of MEAL plans, tools, and systems aligned with project indicators
- Conduct baseline, evaluation, and assessment studies, including methodology design, tool development, and enumerator training
- Lead data cleaning, analysis, and interpretation to support evidence-based decision making and reporting
- Maintain IPTT, activity trackers, and monitoring databases; ensure timely updates
- Conduct regular data quality assessments to ensure accuracy, completeness, and reliability of data
- Conduct regular field visits to monitor project implementation and quality of service delivery
- Share monitoring findings with programme teams and agree on corrective actions
- Support partners’ field teams to ensure accurate and reliable data collection and reporting
- Provide regular progress updates to DPM and MEAL Specialist and programme management
- Any other tasks given by line manager.
Accountability & Community Engagement
- Support and maintain beneficiary feedback and complaints mechanisms across project sites
- Conduct community consultations and feedback sessions to assess relevance and appropriateness of assistance
- Ensure documentation, tracking, referral, and resolution of feedback and complaints
- Promote awareness of accountability mechanisms among affected populations
- Monitor and report on community participation and engagement
Learning, Documentation & Reporting
- Prepare and draft monthly MEAL reports and contribute to donor and internal reporting
- Identify and document trends, gaps, lessons learned, and best practices
- Contribute to project and organizational learning processes
- Work with the Communication and Visibility Coordinator and Programme teams to collect and document stories, case studies, photos, and qualitative evidence aligned with project results
- Contribute to LM global monitoring and reporting requirements
Cross-cutting expectations
- Ensure all MEAL processes are gender-sensitive, inclusive, and participatory
- Maintain alignment with Core Humanitarian Standards and donor requirements
- Support programme quality, accountability, and learning across all interventions
Knowledge/Qualifications
- Bachelor’s degree in statistics, social sciences, development studies, economics, or a related field
- Additional training or certification in Monitoring, Evaluation, Accountability and Learning (MEAL), data analysis, or research methods is an asset
- Strong Knowledge of MEAL standards and frameworks (e.g Core Humanitarian Standards, logframes, results-based management)
- Experience with data visualization and analysis software (e.g Power BI, SPSS, Stata, LIME or similar tools)
- Understanding of gender-sensitive and participatory approaches in MEAL
- Experience working in fragile or humanitarian contexts
- Familiarity with knowledge management and learning approaches
- Demonstrated experience in Monitoring, Evaluation, Accountability and Learning (MEAL) within humanitarian or development programmes
- Strong skills in quantitative and qualitative data collection, analysis, and interpretation
- Proven experience in conducting assessments, baseline studies, and evaluations
- Familiarity with accountability mechanisms, including feedback and complaints systems
- Experience in data management systems and tools (e.g Excel, Kobo, ODK, or similar platforms)
- Ability to produce high-quality analytical reports and support evidence-based decision making
- Experience working with institutional donor-funded projects (e.g ECHO, SHF, UN, or similar)
- Experience working with implementing partners, including providing technical support, capacity strengthening, ensuring data quality and compliance, and timely reporting.
- Strong organisational skills and attention to detail, particularly in data quality and documentation
- Ability to work independently and collaboratively in complex and resource-constrained environments
