We work in Sub-Saharan Africa, Latin America, Eastern Europe and the Middle East. We have approximately 500 employees, distributed between our Global office in Stockholm, mobilization offices in New York and Oslo, regional hubs in Panama City, Dubai, and Nairobi, and eleven Country offices in sub-Saharan Africa and Ukraine.
Purpose of the Position.
The Finance, Admin & Compliance Manager role will provide oversight of LM Ukraine and Eastern Europe Regional Hub finances and administration, support the growth of the country strategy, and contribute to strategic and organisational development as a member of the Senior Management Team (SMT). The Finance, Admin & Compliance Manager is responsible for ensuring sound financial management, robust compliance, and efficient administrative systems for LM International’s Ukraine Country Office and Eastern Europe operations. The role ensures donor compliance, legal and tax adherence, effective risk management, and strong internal controls, while supporting programme delivery through high-quality financial leadership and cross-functional collaboration.
Main Areas of Responsibility.
1. Financial Management & Operations
- Oversee all country office financial operations, including accounting, cash flow management, bank reconciliations, payroll, and fund disbursement.
- Ensure all financial records are accurate, complete, and maintained in line with national regulations and international accounting standards.
- Liaise with local banks, vendors, statutory bodies, and service providers on financial matters.
- Ensure strong internal controls and efficient financial processes across country and field offices.
2.Budgeting, Grants & Reporting
- Lead the preparation of annual country budgets and donor project budgets in close collaboration with programme teams and Global Finance.
- Monitor grants for financial compliance and work closely with programme teams to ensure eligible, timely, and cost-effective spending.
- Prepare and submit monthly, quarterly, and annual financial reports in line with LM International policies and donor requirements.
- Support donor financial reporting, audits, and financial reviews.
3. Compliance, Risk & Internal Controls
- Ensure full compliance with all contractual, donor, national legal, and tax requirements.
- Identify financial and compliance risks, develop mitigation strategies, and prepare risk and compliance reports for the Country Director.
- Coordinate with local authorities, auditors, and external reviewers as required.
- Champion anti-corruption, fraud prevention, and PSEAH (Protection from Sexual Exploitation, Abuse and Harassment) across the organisation.
- Support investigations, audits, and follow-up on audit findings in collaboration with Global teams.
4.Capacity Building & Cross-Functional Collaboration
- Build the capacity of country office staff and partners on financial procedures, compliance, and internal controls.
- Develop strong, collaborative working relationships with Programme, Procurement, and HR teams to support efficient operations.
- Provide guidance and day-to-day support to managers on financial management and compliance matters.
5. Administration & Systems
- Ensure administrative systems and processes support operational efficiency and compliance.
- Contribute to the continuous improvement of finance, administration, and compliance systems in line with LM International standards.
Core Deliverables & KPIs
- Financial Compliance & Donor Assurance :100% compliance with donor, contractual, national legal, and tax requirements, with no major audit findings.
- Financial operations & Reporting Accuracy: Monthly, quarterly, and annual financial reports delivered on time with ≥98% accuracy, and clean bank reconciliations completed monthly.
- Risk Management & Fraud Prevention: All key financial risks identified, documented, and reported to the Country Director, with ≥90% of mitigation actions implemented as planned.
- Budgeting & Grants Financial Management: Country and project budgets prepared and approved on schedule, with expenditures remaining within approved limits and fully eligible.
- Capacity Building & Cross-Functional Collaboration: Relevant staff and partners trained annually on financial procedures and compliance, with improved adherence and reduced recurring errors.
Essential Requirements:
- Bachelor’s degree in finance, Accounting, or related field; professional certification (e.g., CPA, ACCA) preferred.
- Minimum 5 years’ experience in financial management, preferably within an international organization.
- Strong analytical skills and attention to detail.
- Excellent communication and interpersonal skills.
- Proficiency in financial software, including Dynamics.
- Language: fluent in Ukrainian and English.
- This position is open to Ukrainian nationals only.
About the position
- The LM Ukraine Country Office & Eastern Europe role reports to the Chief Finance Officer with a dotted line reporting to the Country Director, Ukraine
- The role will support 50% time for the Ukraine country office and 50% time for eastern Europe regional Hub.
- The position is based in Kyiv, Ukraine.
- Contract Type: Full-time (2 year’s contract) renewable based on funding.
