Senior Advisor-Food Security and Livelihood

LM International (Läkarmissionen) is a Swedish Global Foundation that has been working since 1958 to save lives, empower people and to ensure everyone's right to a dignified life in a sustainable world. We conduct international development cooperation work and humanitarian aid in about 20 countries. We work in Africa, Latin America, Europe and the Middle East. We have approximately 515 employees, distributed between our Global office in Stockholm, mobilisation offices in New York and Oslo, regional hubs in Panama City, Dubai, and Nairobi, and eleven Country offices in sub-Saharan Africa and Ukraine.

Purpose of position

The Senior Advisor on Food Security and Livelihood (FSL) provides overall strategic leadership and advanced technical guidance across LM’s FSL portfolio spanning humanitarian response and long‑term development. The role drives portfolio strategy (including climate resilience and youth economic empowerment), program quality, resource mobilisation, and evidence‑based advocacy, ensuring alignment with LM’s Roadmap 2030 strategy and with global standards. It also promotes cross-sector integration, anchored in the One Health approach, with Education and Training, Health and Wellbeing, WASH, to deliver holistic solutions that maximize benefits for vulnerable populations.

Main areas of responsibility

1) Strategic Leadership & Policy Influence

  • Provide overall strategic leadership for LM’s global FSL portfolio across humanitarian and development contexts, including youth empowerment/employment, resilience.
  • Lead the articulation and periodic review of LM’s global FSL strategy; feed technical inputs into the design, monitoring and reporting of organizational strategies and annual plans, including practical, ambitious poverty reduction approaches.
  • Drive programmatic integration and identify linkages and co‑delivery opportunities with Education and training, Health and Wellbeing, and WASH, to deepen impact for women, youth, children and communities.
  • Advise SMT and country teams with thought leadership on emerging priorities (e.g., Disaster Risk Reduction (DRR), Anticipatory Action, Social Protection, Climate Change, Urbanization, Localization) and position LM in relevant policy dialogues and technical fora.

2) Technical Guidance & Program Quality

  • Provide high-quality technical assistance on DRR, sustainable farming practices, land use and soil health, impact of deforestation and land degradation, food security policies and strategies, cash transfer programming, market-based approaches, economic resilience, agro-/livestock recovery, technical and vocational education and training (TVET)/youth enterprise, and climate adaptation/mitigation, from design through delivery and closeout.
  • Ensure FSL strategies are conflict-sensitive and contribute to humanitarian–development–peace coherence in fragile and protracted crisis contexts.
  • Ensure proposals and reports meet donor and organizational standards; apply specialized donor and FSL knowledge to strengthen concepts, indicators, and compliance.
  • Uphold Sphere and the Core Humanitarian Standard across LM’s FSL programming.

3) Resource Mobilization & Donor Engagement

  • Work with LM global, regional and country teams to craft sector response plans, master budgets, and high‑quality donor proposals (e.g., Sida, EU, UN agencies, USAID), translating learning and innovation into fundable designs.
  • Map donor priorities in FSL/climate resilience; build relationships with government stakeholders, donors, and consortium partners to leverage resources and strategic collaborations.

4) Systems, MEAL & Compliance

  • Ensure alignment with LM’s program systems and handbooks; support indicator dictionaries, SOPs and audit‑ready documentation.
  • Support the Global MEAL Manager to put in place Accountability to Affected Populations (AAP) mechanisms for FSL, ensuring feedback informs programme design and course correction.

5) Representation, Advocacy & Partnerships

  • Represent LM in Food Security and Livelihood Working Groups, and other strategic fora; champion evidence‑based advocacy and policy messaging on FSL and climate resilience.
  • Co‑create policy briefs and position papers aligned with LM’s strategy and global priorities; identify events and platforms to showcase LM’s leadership in FSL linked to children’s rights.
  • Coordinate partnership strategies with local actors, authorities, peer organizations, and research institutions to advance innovation and learning.

6) Learning, Innovation & Knowledge Management

  • Foster a culture of systematic evidence generation, documentation and sharing; commission studies and evaluations; disseminate findings to drive programme quality and advocacy.
  • Manage global/multi‑country initiatives to strengthen FSL guidance, tools, and sector‑wide learning; institutionalize best practices and continuous improvement.

7) Capacity Strengthening & People Development

  • Provide technical supportive supervision; design and deliver training/coaching on FSL approaches, frameworks, monitoring standards and tools.
  • Contribute to workforce planning and rapid recruitment/induction for emergency programmes; mentor technical specialists and nurture team cohesion and performance.

8) Risk Management & Quality Assurance

  • Conduct risk assessments for data collection, safeguarding, and program delivery; implement mitigation and quality assurance routines in line with LM commitments and donor requirements.

Qualifications and Requirements

  • Post‑graduate degree in Agricultural Economics, Development Studies, Economics, Environmental/Climate Science, International Development or a related field.
  • 7+ years of progressive experience leading FSL portfolios across humanitarian and development contexts, including at least three of: cash transfer programming, market systems, agro‑livestock, climate adaptation/mitigation, social protection, TVET/youth economic empowerment.
  • Demonstrated success in donor engagement and resource mobilization; strong proposal/report writing and compliance for institutional donors (e.g., Sida, EU, UN agencies, USAID).
  • Proven experience with cluster standards, inter‑agency coordination, and integration of FSL with other sectors (Nutrition, Health, WASH, Education, Child Protection).
  • Excellent analytical, facilitation and capacity‑building skills; able to translate data and evidence into actionable improvements.
  • Fluency in English;
  • Basic level in French;
  • Swedish, Spanish, or Arabic are assets.
  • Commitment to LM’s Christian values, human‑rights‑based approach, gender equality, and locally led, power‑aware partnerships.
  • Willingness to travel international, including to complex field settings.

About the position

  • The Senior Advisor on Food Security and Livelihood reports to the Director of Global Programs.
  • The position is based in Africa, at the LM Africa regional Hub or at one of LMs country offices in Africa. If desirable, the position can also be based at the LM Global office in Stockholm.
  • It is expected that the position attends the yearly staff meetings in Stockholm and the major events as the autumn/spring meetings including the annual general assembly meeting.
