Consultancy for Carbon Credit Registration and Approval in Uganda

LM International is funding a carbon credit registration process for a commercial e-mobility company in Uganda offering innovative electric mobility solutions, including lease-to-own electric motorcycles, charging infrastructure, and related services. As part of the mission to promote sustainable transportation and reduce greenhouse gas emissions, the aim is to register the operations under an internationally recognized carbon credit mechanism.

To achieve this, LM International seeks to hire a qualified consultant with expertise in carbon markets, project registration, and monitoring, reporting, and verification (MRV) processes.

Objective of the Assignment

The overall objective of this consultancy is to support the e-mobility company in successfully registering and obtaining approval for carbon credits generated through its e-mobility operations and ensuring compliance with international standards.

Scope of Work

The consultant will be expected to:

Assessment & Scoping

  • Review the company’s operations, business model, and potential carbon reduction activities.
  • Identify the most suitable carbon crediting standards (e.g., Verra VCS, Gold Standard, CDM, Article 6 approaches).
  • Determine eligibility, baseline, and additionality criteria.

Project Design Documentation

  • Develop a Project Idea Note (PIN), a Project Design Document (PDD) and all relevant documentation, in line with chosen standard requirements.
  • Define the project boundary, baseline scenario, monitoring methodology, and emission reduction calculations.

Stakeholder Engagement & Approvals

  • Facilitate consultations with relevant stakeholders (government agencies, local communities, and other partners) when and where required.
  • Be lead in ensuring the company is obtaining host country approval from designated national authorities.

Registration & Validation

  • Be the lead in supporting the e-mobility company through the validation and registration process with the selected carbon standard body and ensuring a successful registration process.
  • Be the lead in liaising with accredited third-party auditors/validators.

Monitoring, Reporting & Verification (MRV) Framework

  • Design a practical MRV system tailored to the company’s operations.
  • Provide templates and tools for data collection and reporting.
  • Train internal staff on MRV requirements.

Capacity Building

  • Conduct at least one training workshop for company staff on carbon markets, crediting, and compliance obligations.

Deliverables

  • The deliverables include, but are not limited to:
  • Inception Report with work plan and methodology.
  • Project Design Document (PDD) or equivalent registration documentation.
  • Draft and final stakeholder engagement report.
  • Host country approval (if applicable).
  • Submission of project registration to chosen carbon standard and validation report.
  • MRV framework, tools, and staff training report.
  • Final Consultancy Report summarizing the process, lessons learned, and recommendations.
  • Analysis of technical, financial, and regulatory risks for registration, including possible barriers in Uganda’s carbon market environment.
  • A set of supporting documents (data sheets, baseline assumptions, GHG reduction calculations).
  • Workshop with LM and the e-mobility partners summarizing lessons learned, financial implications, and future compliance obligations.
  • Mapping and connecting the partners with potential buyers, brokers, or trading platforms where credits could be sold once issued.

All deliverables should be written in English.

Duration of Assignment

The assignment is expected to take approximately 6–9 months, depending on the requirements of the chosen carbon standard and validation process. The consultant needs to be ready to start the assignment in October.

Consultant Qualifications

  • Proven track record in carbon market registration and certification, with at least 5 years of relevant experience, both on the voluntary market and on the compliance market.
  • Demonstrated experience with international carbon standards (e.g., Verra, Gold Standard, CDM, and relevant methodologies.
  • Strong understanding of digital MRV systems, baseline methodologies, and emission reduction calculations.
  • Experience in e-mobility carbon registration projects.
  • Familiarity with Uganda’s regulatory and institutional frameworks for climate change and carbon markets.
  • Excellent analytical, writing, and communication skills.
  • Experience in financial bundling / blended finance.
  • Experience in trade & trading platforms for Carbon Credits.
  • Experience in the Paris Agreement Article 6/ITMOS functionality (see attachment).
  • Established local network with relevant stakeholders in Uganda and established international network of potential buyers, brokers and trading platforms

Reporting & Supervision

The consultant will report directly to both LM International and the CSO of the e-mobility company, and work closely with the technical and operations team of the e-mobility company. Regular progress updates will be shared, and key deliveries will be reviewed and approved by company management.

Payment Terms

Payment will be structured around agreed deliverables and milestones.

Application Process

Interested consultants/consulting firms are required to submit their applications through the Bamboo platform, including the following mandatory documents:

  • Technical Proposal: demonstrating understanding of the assignment, and proposing a coherent approach, methodology, work plan, and timelines.
  • Financial Proposal: providing a detailed budget with a cost breakdown per deliverable, clearly distinguishing between professional fees, travel, and any other relevant costs. Please note that the budget should also include all direct costs associated with registering a carbon credit project.
  • CVs of key personnel involved in the assignment.
  • References: at least two relevant references, including:
    • One reference showcasing a carbon credit project successfully registered under an internationally recognized standard (e.g., Verra VCS, Gold Standard, or CDM) within Africa.
    • One reference demonstrating successful carbon market project experience in e-mobility, renewable energy, transport, or other technology-driven mitigation sectors, ideally including work on MRV systems and/or host-country approval.

Evaluation

Following interviews conducted by a selection panel, the consultant offering the best value for money, based on both technical and financial evaluations, will be selected. LM International retains the right to enter into negotiations with the chosen consultant.
