In Ukraine, LM International works with local partners to strengthen resilience and protection for children and families affected by war, focusing on health, education, and child protection.

Project Background
The project Pathways to Resilience for Children in a Humanitarian Crisis (May 2025 – April 2027), funded by Radiohjälpen, aims to strengthen the resilience of children affected by war in Lviv. The project promotes children’s rights to health, education, and safety in partnership with Lviv Children Care Centre (CCC).

Purpose of the Consultancy
The consultant/team will conduct a baseline study to establish benchmark data for the project’s outcomes and outputs. The study will provide disaggregated data (age, gender, IDP status), inform adaptive programming, and serve as a foundation for monitoring and evaluation throughout the project.

Scope of Work & Responsibilities
The consultant(s) will:

  • Review project documents and secondary data.
  • Design and finalise data collection methodology and tools.
  • Conduct surveys, focus group discussions, and key informant interviews with children (7–18 years), caregivers, CCC staff, and local stakeholders.
  • Analyse quantitative and qualitative data, disaggregated by age, gender, and IDP status.
  • Deliver an inception report, draft baseline report, validation workshop, and final report.
  • Work in close coordination with LM International, CCC, and local stakeholders.

Deliverables

  • Inception Report (methodology, tools, and workplan).
  • Draft Baseline Report (with visualised data and benchmarks).
  • Validation Workshop (with LM International and CCC).
  • Final Baseline Report (with disaggregated data tables, methodology, and recommendations).

Qualifications

  • Advanced degree in social sciences, humanitarian studies, education, child protection, or a related field.
  • At least 5 years’ experience conducting baseline studies, evaluations, or research in humanitarian and/or development contexts.
  • Proven experience in both quantitative and qualitative research methods (surveys, FGDs, KIIs).
  • Knowledge of child rights, MHPSS, education in emergencies, or child protection.
  • Strong analytical, report-writing, and data visualisation skills.
  • Experience working in Ukraine or similar humanitarian contexts.
  • Fluency in both English and Ukrainian is required.
  • Only consultants/organisations legally registered and operating in Ukraine will be considered.
