About the Position
The Chief Advisor – Health Systems Strengthening (HSS) is a senior leadership position responsible for providing strategic, technical, and policy leadership to advance Jhpiego India’s health systems agenda.
The role drives system-level transformation across policy, programs, partnerships, and financing, ensuring alignment with national priorities and global frameworks such as Universal Health Coverage (UHC), and Health Security.
The incumbent will position Jhpiego as a trusted technical partner to government and donors, while enabling scalable, evidence-based health system reforms across national and state levels.
Position in the Organization
- Acts as a strategic advisor to the Country Director and Country Leadership Team (CLT)
- Provides leadership across health systems, workforce, and primary healthcare portfolios
- Influences cross-functional decision-making across programs, partnerships, and technical units
- Serves as a thought leader and external representative for Jhpiego India
Responsibilities
Strategic Leadership & Organizational Positioning
- Lead development and execution of the Health Systems Strengthening strategy for India
- Align organizational priorities with government agendas, donor strategies, and global health frameworks
- Identify and drive strategic growth opportunities, including expansion into new thematic and geographic areas
- Position Jhpiego as a leader in health systems policy, innovation, and implementation
Policy Leadership & Systems Reform
- Health policy and governance
- Systems reform and institutional strengthening
- Integrated service delivery models
- Lead development of:
- Policy frameworks and technical guidelines
- Strategic recommendations and reform roadmaps

Donor Engagement & Resource Mobilization
- Build and sustain relationships with key donors and funding agencies
- Lead and contribute to:

Program Oversight & Impact Delivery
- Provide strategic oversight to HSS and related programs to ensure:
- Alignment with national priorities
- High-quality implementation
- Measurable and scalable impact
- Guide development of:
- Results frameworks and KPIs
- Program strategies and operational plans
- Review program performance and provide strategic course correction
Stakeholder Engagement & Partnerships
- Establish and maintain high-level partnerships with:
- Government (national and state)
- Regulatory bodies and institutions
- Academic and research organizations
- Development partners and private sector
- Facilitate policy dialogues, consultations, and multi-stakeholder platforms
- Drive consensus-building and adoption of reforms
Organizational Leadership & Capacity Building
- Provide technical leadership and mentorship to:

- Lead development of:

- Promote evidence generation and knowledge sharing for policy influence and scale
Monitoring, Evaluation & Learning (MEL)
- Ensure integration of MEL frameworks across HSS initiatives
- Promote use of:
- Data and analytics for decision-making
- Evidence for policy advocacy
- Support documentation of:
- Best practices
- Scalable models and learnings
Health Systems Governance, Financing & Resilience
- Provide advisory support on:
- Health financing systems and UHC pathways
- Governance and stewardship mechanisms
- Public financial management in health
- Strengthen health system resilience, including:
- Preparedness for public health emergencies
- Adaptive and responsive systems
- Integrate equity, access, and quality considerations into all interventions
- Scope & Decision-Making Authority
- Provides strategic direction and high-level technical recommendations influencing national and state programs
- Contributes to organizational strategy, investment priorities, and program design
- Represents Jhpiego in high-level external platforms and decision-making forums
- Influences cross-functional alignment across programs (without direct line authority but with strong strategic influence)
Required Qualifications
- Advanced degree in Public Health, Health Policy, Health Systems, or related field
- Minimum 18+ years of progressive experience in health systems strengthening, policy advisory, or public health leadership
- Demonstrated experience working with:
- Government of India and state governments
- Global donors and development partners
- Proven track record in:
- Policy influence and systems reform
- Program leadership and strategic advisory
- Stakeholder engagement at senior levels
