Overview

Jhpiego Mozambique is seeking a Legal Specialist, an assignment [proposal/contingent upon award], who will provide expert legal and policy guidance to support the implementation of programmes focused on gender equality, gender-based violence (GBV), sexual exploitation and abuse (SEA), and sexual harassment (SH). The Specialist will ensure compliance with applicable national and international legal frameworks, contribute to policy and legislative development, support legal aspects of GBV response mechanisms, and provide technical expertise to strengthen the protection of women, girls, and vulnerable populations.

Responsibilities

  • Legal Compliance & Risk Assessment: Ensure projects comply with national and international laws. Identify and mitigate legal risks related to the project and regulatory issues.
  • Regulatory & Policy Advisory: Provide legal advice on policies, regulations, and government compliance.
  • Dispute Resolution & Litigation Support: Handle projects disputes, claims, and legal conflicts. Work with external legal counsel if litigation arises.
  • Stakeholder Coordination: Liaise with internal teams, external legal counsel, regulatory bodies. Ensure alignment between project execution and legal frameworks.

Required Qualifications

  • The Legal Specialist shall possess, at a minimum, a Bachelor’s degree in Law or a related discipline,
  • At least eight (8) years of professional experience in Mozambique in: legislative and policy development processes related to gender and gender-based violence and/or legal proceedings and adjudication of GBV-related cases.
  • Strong knowledge regarding Mozambican national and international legal framework to address violence against women and girls, gender inequality, and the protection of women’s and children’s rights;
  • Experience working in GBV prevention and response programming, including understanding of delivery of holistic support services to survivors and community engagement;
  • Knowledge and understanding of the survivor-centred approach and the safe and ethical collection and management of sensitive GBV/SEA/SH incident data in accordance with standard international best practices;
  • Fluency in English and Portuguese is desirable;
  • Knowledge of local languages is an advantage.
