Responsibilities

The Programmatic Supply Chain and Management Coordinator is responsible for overseeing the planning, forecasting, procurement coordination, distribution, and monitoring of HPV testing and treatment commodities and consumables across Jhpiego’s Women’s Cancer portfolio. The role ensures uninterrupted availability of test kits, reagents, assays, laboratory supplies, and related consumables to support cervical cancer secondary prevention initiatives, while maintaining compliance with national policies and donor requirements.

RESPONSIBILITIES:

Supply Chain Planning & Forecasting

  • Lead quantification and forecasting of HPV test kits, reagents, consumables, and related supplies based on project targets, screening coverage data and program commitments.
  • Collaborate with Women’s Cancer Technical Team to align supply chain management plan, tools, activities and process with project-level goals in as it supports overall national and subnational service delivery goals and program priorities
  • Together with implementing partners, develop quarterly supply plans to ensure optimal stock levels, maintain demand and support local health systems.
  • Identify supply chain risks such as stockouts, delays, or wastage and develop contingency plans and coordinate emergency resupply when needed.

Procurement Coordination

  • Support procurement processes in coordination with procurement units, donors, and partners.
  • Prepare technical specifications and ensure compliance with quality standards for HPV testing commodities.
  • Track procurement timelines, identify bottlenecks, and recommend mitigation strategies.

Inventory Management & Distribution

  • Monitor stock status across subnational, local and facility levels to ensure steady and quality delivery of services across all service delivery touchpoints.
  • Coordinate distribution of HPV testing supplies to central laboratory and screening sites.
  • Ensure proper storage conditions and adherence to inventory management protocols.

Data Management & Reporting

  • Prepare and generate regular reports on stock levels, consumption trends, wastage, and supply chain performance using LMIS or other reporting tools.
  • Use data to inform decision-making and improve supply chain efficiency.

Program Coordination

  • Work closely with local health offices and subnational cervical cancer control units, donors and other relevant stakeholders to ensure streamlined workflow and effective collaboration and cooperation
  • Ensure integration of HPV commodities into broader public health supply chains.

Capacity Building & Technical Support

  • Provide training and mentorship to health facility staff on supply chain management practices.
  • Develop and disseminate standard operating procedures (SOPs) for HPV supply management.
  • Strengthen capacity in inventory control, reporting, and forecasting at subnational levels.
  • Other relevant tasks related to supply chain management from other projects which may be assigned as needed.

Required Qualifications

  • Bachelor's degree in business administration, logistics and supply chain management, industrial pharmacy, operations management and related public health fields
  • At least 3 years demonstrated experience in health supply chain management preferably in laboratory commodities or diagnostic programs
  • Experience working in HPV testing, cervical cancer screening programs, tuberculosis, HIV and other commodity-dependent public health initiatives is highly desirable.
  • Familiarity with donor-funded programs (e.g., WHO, UNICEF, Global Fund) is an asset.
  • Strong analytical and data management skills. Familiarity with logistics management information systems, or health information systems.
  • Knowledge of quantification and forecasting methodologies.
  • Excellent coordination, communication, and stakeholder engagement skills.
  • Adept at working independently and collaborating with a multidisciplinary team
  • Strong organizational and problem-solving abilities.
  • Excellent oral and written communication skills in English and Tagalog is a must
