Overview

Learning and Research Advisor, Lead and coordinate the end-of-project evaluation and documentation processes to assess performance against planned objectives, measure outcomes and impact, and generate actionable lessons learned. This includes designing and implementing endline evaluations, overseeing high-quality data collection and analysis, and ensuring the production of comprehensive evaluation reports and knowledge products (e.g., learning briefs, case studies, and final project reports). The role ensures that findings are systematically translated into practical recommendations and action plans to inform future programming, policy, and scale-up efforts. Additionally, the position facilitates stakeholder engagement and learning dissemination, supports validation of the project’s Theory of Change at closure, and ensures that all evidence, tools, and documentation are properly archived and accessible for continued use.

Responsibilities

  • In close collaboration with technical team members, lead the planning and implementation of end-of-project evaluations to assess performance against objectives, document outcomes, and identify key lessons learned and best practices.
  • Coordinate comprehensive endline evaluations aligned with project and country strategic priorities, ensuring robust evidence generation to inform future programming, policy adaptation, and scale-up strategies.
  • Guide the synthesis of project results into actionable knowledge products, translating evaluation findings into clear recommendations for program improvement and future design.
  • Lead the development of high-quality end-of-project reports, evaluation reports, learning briefs, case studies, and other documentation tailored to national and international audiences.
  • Support the programme and M&E teams to develop and track action plans based on evaluation recommendations, with clearly defined responsibilities and follow-up mechanisms.
  • Ensure that all evaluations and documentation processes meet high standards of quality, validity, and reliability, and are aligned with agreed evaluation frameworks and learning objectives.
  • Establish and facilitate structured reflection and learning forums (e.g., after-action reviews, dissemination workshops) to share findings with stakeholders including implementing partners and the Ministry of Health.
  • Ensure the Theory of Change is systematically reviewed and validated at project closure, using evaluation findings to assess assumptions, pathways, and overall impact.
  • Develop and apply standardized methodologies, tools, and protocols for endline data collection, documentation, and evaluation, including quantitative, qualitative, and participatory approaches.
  • Oversee endline data collection, analysis, and reporting processes, ensuring strong data quality assurance, proper documentation, and timely delivery of evaluation outputs.
  • Ensure that evaluations capture cross-cutting themes such as resilience, gender, disability inclusion, child-centered approaches, and geographic equity.
  • Monitor progress of evaluation and documentation activities, maintaining comprehensive records and producing timely reports for donors, project leadership, and other stakeholders.
  • Serve as the primary coordination point for evaluation activities, liaising with external evaluators, research institutions, consultants, and regulatory bodies as needed.
  • Promote inclusive and participatory evaluation approaches, ensuring engagement of diverse stakeholders, including communities, children, and youth where appropriate.
  • Support the consolidation and archiving of project evidence, datasets, tools, and knowledge products to ensure accessibility and use for future learning and programming
  • Perform other duties as assigned by the supervisor in support of project objectives.

Required Qualifications

  • At least master’s degree in Public Health, epidemiology, biostatistics, demography or other relevant health areas. PhD preferred
  • Minimum 8 years of relevant working experience in scientific writing, scientific publications, global health research and documentation of health programs.
  • 7 to 8 years’ experience in social research, impact evaluation studies, leading/overseeing Baselines/Endlines, knowledge management and knowledge translation.
  • Extensive experience in scientific writing (evidence of submitted papers required), documentation of program activities, evaluation of health programs, preparation of project and research papers or policy briefs (evidence required);
  • Sound understanding of current developments in RMNCAH, Global health security and malaria prevention and treatment programs.
  • Excellent writing and communication skills in English are key requirements (evidence of written work will be required);
  • Solid skills in documentation and report writing (evidence of written work will be required); and
  • Excellent interpersonal communication and leadership skills
  • Passion for evidence-driven development programming and interest in ongoing international research
  • Demonstrated excellent skills in designing and carrying out qualitative and quantitative research and using research to inform program design and advocacy, including proven success in ability to present ideas and concepts effectively and persuasively.
  • Demonstrated experience in developing or overseeing data management solutions, and familiar with technologies in public health and clinical research.
  • Demonstrated analytical skills, including the ability to distil useful findings from a body of data, relating findings to external factors and context, and unearthing patterns of findings, discerning which are useful, appreciation for the complexities of public health and social research.
  • Strong quantitative and qualitative analytical skills, including experience using data analytics software such as SPSS, STATA, INVIVO, MAXQDA, etc...
  • Effective at collaborating and influencing across departments and sectors.
