Overview

The Technical Officer will support implementation of activities to strengthen specimen referral and transportation systems across Mainland Tanzania and Zanzibar.

The role will focus on technical implementation, capacity building, and coordination to ensure effective dissemination and operationalization of specimen referral frameworks, SOPs, and referral algorithms.

The Technical Officer will work closely with Ministry of Health teams, laboratory networks, and stakeholders to improve the efficiency, safety, and coordination of specimen transport systems, supporting early detection and response to public health threats

This position will be closed on April 20th, 2026.

Responsibilities

Technical Implementation

  • Support rollout and dissemination of:
    • ZISRT–OPM in Zanzibar
    • National SRS Atlas and referral guidelines in Mainland Tanzania
  • Support development of SOPs and referral algorithms for priority diseases
  • Provide technical assistance to health facilities and laboratory networks

Capacity Strengthening

  • Support training, orientation, and cascaded dissemination across health facilities
  • Build capacity of:
    • Clinicians
    • Laboratory personnel
    • Surveillance officers
    • Veterinary professionals
  • Strengthen knowledge on specimen referral procedures, biosafety, and transport

Coordination & One Health Engagement

  • Support coordination between human and animal health sectors
  • Participate in multisectoral meetings and technical working groups
  • Support engagement with Regional and District Laboratory Technologists (RLTs/DLTs)

Monitoring, Evaluation & Learning

  • Support tracking of dissemination and implementation progress
  • Conduct field visits to assess uptake and identify gaps
  • Support data collection, analysis, and reporting
  • Document lessons learned and best practices

Program & Operational Support

  • Assist in organizing workshops, trainings, and stakeholder meetings
  • Support logistics for printing and distribution of manuals and materials
  • Contribute to preparation of technical reports and updates

Required Qualifications

  • Bachelor’s degree in laboratory sciences, public health, epidemiology, or related field
  • Minimum 5-6 years of experience in health programs
  • Experience in laboratory systems, surveillance, or specimen referral systems preferred
  • Experience working with Government of Tanzania and donor-funded programs
  • Strong understanding of health systems and service delivery platforms
  • Experience in training, mentorship, and supportive supervision
  • Strong analytical and data use skills

Preferred Qualifications

  • Excellent interpersonal and communication skills
  • Fluency in English and Swahili
  • Ability to travel frequently to project sites
