Jhpiego is hiring for the position of PMU Lead – for its comprehensive primary healthcare strengthening project for Uttarakhand. Representing Jhpiego at state level, the PMU lead will work in close coordination with Mission Director and State Nodal officer for CPHC for providing leadership and strategic oversight for strengthening Comprehensive Primary Healthcare in the state.
This position requires strong strategic, technical, and public health expertise, along with excellent networking and coordination capabilities. It requires a solid understanding of health system strengthening and the ability to build effective, professional relationships with senior state government officials and development partners. The position will report to the Associate Director, Jhpiego.
Responsibilities
Strategic & Technical Leadership
- Lead the development of state-level strategies, implementation roadmaps, and financial proposals to strengthen Ayushman Arogya Mandirs in line with Government of India CPHC guidelines.
- Provide high-level technical assistance to the State PMU, NHM and Directorate of Health for planning, rollout, and troubleshooting of CPHC interventions.
- Guide state-level policy revisions, standard operating procedures (SOPs), and implementation frameworks related to CPHC, HRH, telemedicine, supply chain, and digital health initiatives.
Program Implementation & Coordination
- Ensure alignment of program activities with state priorities, NHM guidelines, and national CPHC directions.
- Work closely with senior state government counterparts, NHM officials, and development partners to ensure coordinated implementation of AAM strengthening activities.
- Monitor progress of AAM operationalization, HR deployment, service package expansion, and capacity-building activities.
- Support preparation and incorporation of financial proposals into the National Health Mission (NHM) Program Implementation Plan (PIP).
- Strengthening Governance & Institutional Mechanisms
- Provide support to strengthen state-level governance platforms such as Task Force, Sterring and technical committees, and review forums.
- Facilitate institutionalization of review mechanisms at state and district levels, improving accountability and decision-making.
- Support establishment of SSVs, standards, and governance protocols to improve functioning of AAMs.
Monitoring, Data Use & Reporting
- Lead the development of dashboards, monitoring frameworks, review mechanisms, and progress trackers to drive data-based decision-making.
- Guide the analysis of HMIS, AB-HWC portal, and other data sources to generate insights for policy and planning.
- Prepare policy briefs, technical notes, presentations for state leadership, review missions, and donors.
Capacity Building & Stakeholder Engagement
- Plan and facilitate state-level reviews, consultations, workshops, trainings, and exposure visits to strengthen state and district implementation capacity.
- Strengthen relationships with government bodies, technical agencies, and development partners to enhance program synergy and visibility for Jhpiego.
- Build the capacity of PMU staff and district program teams to sustain program quality and performance.
Stakeholder Engagement & Partnerships
- Serve as the key interface between Jhpiego and State Health Department, NHM, development partners, and technical agencies.
- Cultivate strong professional relationships with state-level officials, donors, and partner organizations to ensure program convergence.
- Represent Jhpiego in state-level meetings, high-level task forces, and review missions.
Risk Management & Compliance
- Identify program risks, bottlenecks, and systemic challenges and propose mitigation strategies.
- Ensure adherence to donors, government, and Jhpiego compliance standards in all PMU operations.
- Oversee quality and accuracy of all program reports submitted to government and donors.
Other Responsibilities
- Provide strategic inputs to the supervisor on emerging priorities and opportunities for strengthening primary healthcare.
- Undertake additional responsibilities assigned by the supervisor to support organizational goals and program expansion.

Qualifications/Knowledge and Experience:
Essential
- MBBS/ BDS/ BAMS/ BHMS/ B.Sc. Nursing is preferred with an essential master’s in public health (MPH), Diploma in Public Health (DPH) or Post graduation in Health Management
- Master’s degree in public health, Health Administration, Social Sciences, or related field.
- Minimum 12–15 years of experience in public health or health systems strengthening, preferably within government or large-scale donor-funded programs.
- Strong experience in program planning, implementation, monitoring, and coordination at state level.
- Demonstrated experience working with NHM, state health departments, or PMUs.
Preferred
- Prior experience in primary healthcare, CPHC, or community health interventions.
- Experience developing PIPs, financial proposals, or budgeting for NHM.
- Exposure to multi-stakeholder coordination and engagement with government officials.
