Overview
A consultant is required to develop a costed, evidence-based roadmap for a State Health Sector Annual Operational Plan (AOP). He is also responsible for providing technical assistance that aligns state priorities with national health frameworks.

A consultant is required to develop a costed, evidence-based roadmap for a State Health Sector Annual Operational Plan (AOP). He is also responsible for providing technical assistance that aligns state priorities with national health frameworks.
Purpose of Assignment
To provide technical leadership in the development of a costed AOP that fosters the state's ability to
plan, implement, and monitor an effective health system.
Responsibilities
- Desk Review: Review existing planning documents, templates, National Guidelines (e.g. NPHCDA), and previous AOP performance reports.
- Stakeholder Engagement: Facilitate consultative meetings and workshops with the State Ministry of Health (SMoH), State Primary
- Health Care Board (SPHCB), and other relevant MDAs and partners.
- Situation Analysis: Conduct a SWOT analysis (Strengths, Weaknesses, Opportunities, Threats) and a review of the previous year's implementation gaps.
- Plan Development:
- Support the definition of specific objectives, targets, and milestones.
- Collate sub-state (LGA) health plans to feed into the harmonized state-level plan.
- Draft activities across key pillars like governance, health financing, and service delivery.
- Costing: Lead the financial valuation of all planned activities using established national costing tools or templates.
- M&E Framework: Develop a Monitoring
- Education: Advanced degree (Master's or PhD) in Public Health, Health Management, Health Economics, or a related social science field.
- Experience: Minimum 5–7 years of experience in health system planning and management.
- Proven record in developing and costing AOPs at the sub-national level in Nigeria.
- Experience facilitating multi-stakeholder workshops and capacity-building sessions.
- Skills: Proficiency in MS Excel (for costing) and Word; strong analytical and report-writing skills.
- Preferred Experience in working with the web-based AOP tool.
