Responsibilities
The Technical Officer – Viral Hepatitis provides technical guidance to strengthen the delivery of viral hepatitis services, with a focus on Hepatitis B in pregnant women, and overall messaging for Viral Hepatitis in general population. The role supports the CDC Hepatitis Project team and selected project sites (health facilities) and local health systems in implementing effective hepatitis programs through mentorship, capacity building, and development of localized training resources. The Technical Officer ensures quality service delivery across the hepatitis care continuum, including screening, patient education, clinical management, and treatment.
The position requires strong technical grounding in public health and development, excellent coordination and communication skills, and the ability to manage multiple activities while ensuring alignment with regional and local priorities.
Program Implementation and Coordination
- Lead the implementation of Jhpiego-supported initiatives under the CDC Hepatitis Project in CALABARZON, ensuring activities are delivered on time, within scope, and aligned with approved workplans and budgets.
- Coordinate closely with DOH regional office/s, LGUs, and other regional and local partners to support the CDC Hepatitis project-related planning, implementation, and review activities.
- Serve as Jhpiego’s primary technical focal point for CALABARZON-based partners and stakeholders for Viral Hepatitis/Safe Motherhood Programs
Technical Guidance and Program Support
- Provide technical guidance through monitoring and mentoring of health facilities on the delivery of comprehensive viral hepatitis services, including screening, patient education, prevention, and referral to treatment/care.
- Support the implementation of national and local policies, guidelines, and protocols related to hepatitis prevention, screening, care, and treatment.
- Assist facilities in integrating hepatitis services into existing health programs such as primary care, maternal health, HIV programs, and non-communicable disease services.
- Provide technical input in the development and implementation of viral hepatitis-related strategies and operational plans, and communications materials.
Capacity Building: Training Module Development and Facility-level Mentorship
- Lead the development and adaptation of localized training modules on Hepatitis B for pregnant women, aligned with the DOH efforts on Prevention of Mother-to-Child Transmission (PMTCT), and national and international guidelines and evidence-based practices
- Collaborate with clinical experts, public health professionals, and program managers in the development of training design/s.
- Facilitate workshops, training sessions, and learning exchanges for health workers involved in hepatitis service delivery
- Conduct facility-level mentorship to healthcare providers delivering hepatitis services and identify capacity gaps among healthcare workers and recommend targeted interventions and technical support.
Monitoring, Evaluation, and Learning (MEL)
- Conduct regular monitoring visits and coordination meetings to track program progress and identify implementation challenges and best practices.
- Contribute to evaluations, learning activities, and documentation of lessons learned and good practices.
Planning, Reporting, and Documentation
- Support the development of annual and periodic workplans, activity plans, and budgets in coordination with Jhpiego technical and operations teams.
- Support the development of high-quality technical and narrative reports for internal use and for submission to donors and partners.
- Contribute to the development of concept notes, proposals, and other technical documents to support program growth and expansion.
Required Qualifications
Education and Professional Qualification:
- Medical degree (MD) or Bachelor’s/Master’s degree in Public Health, Infectious Diseases, Nursing, or a related health field.
- At least five (5) years relevant experience in infectious diseases programs, public health, or clinical service delivery, particularly on Viral Hepatitis
- Demonstrated experience working on viral hepatitis, HIV, or other communicable disease programs is highly desirable.
- Strong knowledge of Hepatitis B prevention, screening, clinical management, and treatment guidelines
- Demonstrated experience working with the Department of Health and local government units is required.
- Experience in training development, mentorship, or health systems strengthening is an advantage.
