Overview
Postpartum Hemorrhage (PPH) remains the leading cause of maternal mortality in Nigeria. In response to Nigeria’s national PPH manual finalized and disseminated in April 2024, and the WHO Consolidated guidelines for the prevention, diagnosis and treatment of postpartum haemorrhage (5 October 2025), the Federal Ministry of Health and Social Welfare (FMoH&SW) will update national guidance and tools to reflect current global recommendations and Nigeria’s implementation learning. Significant clinical advancements, including the E-MOTIVE bundle (Early detection using calibrated drapes, Massage, Oxytocics, Tranexamic Acid, IV fluids, and Examination), the introduction of Heat-Stable Carbetocin, and the expanded use of Tranexamic Acid (TXA), necessitate an immediate update of Nigeria’s policy environment. In addition to global updates, the revision will integrate Nigeria’s implementation learning and best practices (e.g., national and state experience from quality improvement, commodity introduction, provider training and supervision models, and PPH measurement approaches) to strengthen feasibility, uptake, and scale.
Responsibilities
The consultant is expected to deliver the following "ready-to-print" products within the 3-month period:
- Updated National PPH Guideline (Updated Edition aligned to WHO 2025 consolidated guideline and Nigeria’s April 2024 national PPH Guidelines)
- Updated National PPH Training Manuals: A complete suite of updated facilitator and participant manuals for health worker capacity building.
- Updated Clinical Job Aids, checklists, training materials &other tools
- Activity Completion report documenting desk review, outputs of stakeholder consultation, validation processes, final edits, and a dissemination plan (including presentation deck and dissemination-ready package for FMoH &SW and partners).
Required Qualifications
- Advanced degree in a relevant field (Medicine, Nursing/Midwifery, Public Health, Pharmacy) with demonstrated maternal health expertise; O&G fellowship is an asset.
- Experience: Minimum of 10-15 years of experience in Maternal health and proven experience leading national guideline/manual reviews and multi-stakeholder validation processes with FMoH &SW.
- Technical Expertise: Mastery of the E-MOTIVE bundle and latest WHO PPH recommendations. Previous experience working as a consultant for UN agencies (WHO, UNICEF) or major international NGOs is an asset.
- Leadership: Demonstrated ability to lead high-level technical group works and deliver consensus-based outputs within government coordination and decision-making processes.
Location: Abuja (Embedded within the Federal Ministry of Health)
Duration: 3 Months (10 days per month)
Level of Effort: 30 working days total
