Overview
Family Health and Nutrition Project (FHN) is a Department of State-funded project that contributes to reduction of maternal mortality and under five mortality through collaboration with Government of the Republic of Zambia (GRZ), Ministry of Health (MOH), communities and other local partners to improve health system performance and to deliver high-quality, accessible maternal, newborn and child health and nutrition (MNCH-N) care. Working in four provinces, Eastern, Luapula, Muchinga, and Southern and potentially expanding to Central and Northern, FHN works with MOH provincial and district counterparts to deliver high-quality services, strengthen health systems, and increase community engagement.
FHN is hiring for a Co-Investment and Transition Advisor, the incumbent reports to the Deputy Chief of Party and is responsible for implementing FHNs strategy to establish MOH and GRZ financial support for critical MOH platforms in line with the United States Government’s (USG) America First Global Health Strategy, GRZ-USG bilateral agreement, and FHNs Sustainability Framework. The role leads FHNs engagement with MOH to mobilize resources with MOH’s annual budget to support operations, document resources from GRZ’s Constituency Development Fund (CDF) contributing to MNCH-N and mobilizing resources from the private sector. Key platforms required resources include decentralized methods to maintain facility and community-based provider competencies to deliver quality MNCH-N services, support community structures to build demand for MNCH-N services and monitor MNCH-N services.

Responsibilities
- Coordinates with FHNs Monitoring Evaluation and Learning (MEL) Director, Technical Director and Objective 3 Lead to update monitoring and evaluation plan to monitor functionality and financing of FHN intervention priorities including zonal mentorship hubs, service quality assessments (SQA), performance assessments (PA) and community structures like neighborhood health committees (NHC) and health center committees (HCC).
- Serves as FHNs point of contact with MOHs planning unit during the annual planning cycle.
- Provides leadership to FHN provincial staff in timing and appropriate methods to interact with the MOH-led annual planning process to secure financing that supports operations of zonal mentorship hubs, community outreach, and engagement events with community structures.
- Guides provincial staff to document MOH institutional plans’ financial support to zonal mentorship hubs, community outreach, HMIS, PA, SQA, and community structures and work with the MEL Director to consolidate for routine reporting
- Works with the Objective 3 Lead to operationalize MOHs recently developed Community Health Advocacy and Resource Mobilization Strategy by mobilizing zonal mentorship hubs and community structures in priority locations in FHN provinces.
- Works with MEL and community engagement teams to incorporate monitoring of community access to GRZs CDF resources to improve MNCH-N services and utilization of completed CDF projects.
- Provides leadership to province teams to convene provincial-based multisectoral meetings, including other line ministries and private sector businesses to review MNCH-N performance and gaps in quality of services.
- Coordinates with the MEL team to incorporate monitoring of private sector contribution towards MNCH-N services.
Required Qualifications
- Advanced degree in Public Health, Health Administration, Public Administration, Business Administration or related degree.
- 10+ years of progressively responsible international public health management experience including design, implementation, monitoring, reporting and financial management
- In-depth knowledge of Zambia’s health system, annual planning cycle and devolution system.
- Demonstrated ability to manage donor-funded public health projects and budgets on time and on scope.
- Technical skills to coach, mentor, and develop technical capacity for provincial staff.
- Ability to develop a project strategy with objectives and key results and engage the project team to implement and monitor the strategy effectively.
- Exceptional analytical and problem-solving skills.
- Proven ability to work in a complex environment charged with multiple tasks, short deadlines and intense pressure to perform.
- Experience working within the Zambia health system and the devolved system of government.
- Demonstrated ability to build capacity and collaboration between governmental and non-governmental partners and other project implementers, and with donors.
- Ability to communicate effectively, instilling trust and confidence. Strong interpersonal and collaboration skills - strong oral, written communication, and presentation skills as evidenced by publications. Fluent in written and spoken English. Ability to prepare and deliver high-level presentations and reports
- Proven experience in providing guidance to staff working in field offices and fostering a team environment to achieve project deliverables.
- Ability to travel locally for up to 30%
