Overview

Jhpiego Rwanda is seeking qualified and motivated candidates to apply for the position of Senior Data Scientist/ M&E Analyst to support the implementation of Reaching Impact, Saturation, and Epidemic Control (RISE) Project in Rwanda.

Reporting directly to the Monitoring, Evaluation, and Learning (MEL) Director, the Senior Data Scientist will provide advanced analytical and technical support to malaria control and Global Health Security (GHS) priorities as a core member of the Reaching Impact, Saturation, and Epidemic Control (RISE) team. The RISE project supports the Ministry of Health (MOH) in responding to GHS emergencies and strengthening malaria interventions through technical assistance, service delivery, research, and cross-cutting health systems support.

The Senior Data Scientist works closely with malaria and surveillance teams, as well as MOH/Rwanda Biomedical Centre (RBC) counterparts, to analyze and interpret data related to malaria case management, vector control, and outbreak preparedness and response. The role will lead the design, development, and application of advanced analytics, predictive models, and data products to inform decision-making and improve malaria outcomes.

This position bridges public health, digital health, and data science to translate complex data into actionable insights for the RISE technical team, MOH/RBC counterparts, and health facilities.

Responsibilities

  • Lead advanced statistical, geospatial, and machine learning analyses to identify key drivers of malaria transmission, treatment outcomes, service gaps, and outbreak risk at facility, district, and sub-national levels.
  • Develop and apply predictive and risk stratification models to support targeted malaria interventions, including case management, vector control, surveillance, and epidemic preparedness.
  • Integrate routine health, surveillance, laboratory, and other relevant datasets to generate deeper insights and strengthen early detection of abnormal trends and emerging risks.
  • Design analytical approaches that go beyond routine indicators to explain performance variation, assess underlying factors, and inform strategic prioritization of interventions.
  • Provide high-level analytical support to malaria technical teams by translating complex data into clear, actionable insights that guide program design, targeting, and course correction.
  • Support key malaria initiatives, including Multiple First-line Therapies (MFT), by modeling readiness, implementation risks, and potential impact to inform decision-making.
  • Establish reproducible analytical workflows and quality standards to ensure consistency, transparency, and credibility of analytical outputs.
  • Build advanced statistical and analytical capacity among RBC/Malaria and other technical counterparts through joint analyses, hands-on mentorship, and applied learning.
  • Provide technical leadership on statistical methods, interpretation, and presentation of results for reports, policy briefs, and peer-reviewed publications related to malaria.
  • Communicate complex analytical findings effectively to technical and policy audiences to support high-level decisions, program learning, and scale-up of effective interventions.

Required Qualifications

  • Master’s degree in Statistics, Biostatistics, data science, Epidemiology, or a related field.
  • At least 6–7 years of progressive experience in data science, analytics, or applied research, preferably in public health.
  • Demonstrated experience applying advanced analytics, machine learning, and geospatial analysis to health or surveillance data.
  • Strong programming skills (e.g., Python, R, SQL) and experience with data visualization and GIS tools.
  • Experience working with routine health information systems (e.g., DHIS2) and surveillance data is an asset.
