Overview
Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For 50 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families.
Jhpiego leads the Reaching Impact Saturation and Epidemic Control (RISE) project; a multi-country project funded by the U.S. Government to save lives and improve health through integrated, evidence-based approaches to address urgent gaps in lifesaving services. RISE works across all levels of the health system to strengthen the HIV/TB epidemic response, to limit the spread of deadly disease outbreaks through Global Health Security (GHS) programming, and to reduce preventable morbidity and mortality through integrated maternal, newborn, and child health (MNCH), nutrition, tuberculosis (TB), and malaria services. RISE supports country governments to strengthen essential data systems, supply chain and commodity management, human resources for health, domestic resource mobilization, and other cross-cutting health system functions to accelerate transition to country ownership and self-reliance.
In Angola, RISE supports the Government of the Republic of Angola (GRA) in its efforts to end HIV/AIDS as a public health threat by 2030. This will be achieved by strengthening the public health system and making measurable progress toward targets across all ages and populations. The project supports the implementation of high-quality, life-saving community-based HIV service delivery, system strengthening and transition towards sustainable integrated programming.
Logistics & Administration Officer (LAO) will provide direct supervision to the Administration, Logistics and Procurement functions of the Angola office. Under the supervision of the Finance and Admin Director (FAD) the LAO will be expected to work closely with project staff as well as relevant Jhpiego and RISE central project staff to ensure that all planned organizational objectives and goals are reached in timely manner, within spending limits, and according to policies and procedures. He or She will ensure that monthly reports are prepared and submitted on all activities including fuel usage, vehicle status and maintenance, assets, and warehouse inventory. The role is also responsible for tracking and managing inventory of materials and supplies to ensure organizational effectiveness, efficiency, and compliance and provides general administrative support to the Jhpiego office as well as other tasks, as assigned.
The project is seeking a Logistics & Administration Officer in Angola
Responsibilities
- Maintain oversight of efficient and cost-effective facilities management in relation to building and office management and related services
- Manage and maintain an appropriate filing system for program, administration and any personnel files
- Assist with developing and implementing a consolidated procurement plan for RISE Angola and ensure appropriate practice in requisitioning, local purchase, clearance, transport, warehousing (including storage and stock control systems) and the issuing of supplies
- Assist with procurement functions including but not limited to supplier pre-qualification analysis, soliciting quotations, negotiating prices, after-sale services with vendors, raising purchase orders/contracts, verifying business registration and tax clearance certificates of vendors/suppliers for validity
- Maintain oversight of efficient and cost-effective local travel and transport related activities (taxis, fleet and rental vehicles) for staff locally and visitors from abroad.
- Maintain oversight and ensure timely payments of invoices related to office, administration and facilities management
- Lead and offer advice on how to manage and maintain a simple but effective administrative system for the whole office
- Maintain an overview of policy, systems and procedures relevant to logistics, and ensure that developments are communicated and implemented appropriately through regular reviews
- Provide the highest quality oversight and leadership to ensure all financial systems and processes are established and followed in compliance with Jhpiego and US Government policies and regulations
- Strengthen supply chain systems to ensure cost-effectiveness, efficiency, accountability, timely procurement of goods and services, and value for money. Regularly review and refresh the supplier/service provider database to ensure the organization is getting value for money and meeting internal and external policies and laws
- Establish and maintain good contacts with suppliers and service providers with regards to logistical/administrative matters
- Ensure that procurement, store management, assets disposition, vendor pre-qualification, office maintenance, and vehicles/transport management policies and procedures are in place and adhered to at all times.
- Provides monthly and quarterly reports to stakeholders as it relates to stores and usage
- Act as the first point of contact for any visitors or callers to the Jhpiego office and ensure a rapid, cordial, and professional reception
- Maintain office supplies and ensure neat reception area is maintained
- Be familiar with and abide by all organizational policies and procedures
- Assist provincial teams in various tasks as needed
Required Qualifications
- Bachelor's degree in business administration, public administration or related field.
- 5-6 years' admin and /or logistics experience
- 2 years office administrative experience at a similar level
- Proven understanding and familiarity with systems and structures of a complex, fast-moving office environment
- Demonstrated ability to effectively manage several major activities simultaneously
- Proficiency in Microsoft Office software applications
- Strong interpersonal, writing, and oral communication in English and Portuguese
- Ability to work independently in an unstructured environment as well as with a team
- Experience working in donor-funded NGOs and global organizations preferred
- Ability to travel as needed
- Driver’s license
