Overview

Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For 50 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families.

Jhpiego leads the Reaching Impact Saturation and Epidemic Control (RISE) project; a multi-country project funded by the U.S. Government to save lives and improve health through integrated, evidence-based approaches to address urgent gaps in lifesaving services. RISE works across all levels of the health system to strengthen the HIV/TB epidemic response, to limit the spread of deadly disease outbreaks through Global Health Security (GHS) programming, and to reduce preventable morbidity and mortality through integrated maternal, newborn, and child health (MNCH), nutrition, tuberculosis (TB), and malaria services. RISE supports country governments to strengthen essential data systems, supply chain and commodity management, human resources for health, domestic resource mobilization, and other cross-cutting health system functions to accelerate transition to country ownership and self-reliance.

In Angola, RISE supports the Government of the Republic of Angola (GRA) in its efforts to end HIV/AIDS as a public health threat by 2030. This will be achieved by strengthening the public health system and making measurable progress toward targets across all ages and populations. The project supports the implementation of high-quality, life-saving community-based HIV service delivery, system strengthening and transition towards sustainable integrated programming.

The Technical Director provides strategic and technical leadership for the implementation of life-saving interventions under the RISE project in Angola. S/he will provide technical and programmatic oversight and direction in the areas of HIV and infectious disease response with a focus on community health programs, health systems strengthening and transition towards sustainable integrated programming. S/he is responsible to ensure the program follows evidence-based approaches and it is aligned with national priorities and donor expectations. This position reports to the RISE Project Director/ Country Program Manager and plays a critical role in guiding the project's technical direction, fostering strong stakeholder relationships, liaising with Ministry of Health (MoH) and other health departments/ agencies, and ensuring integration and synergy across technical areas and with other national counterparts.

The Technical Director will also work closely with the Project Director to support overall project management for the project including liaising with donors/MOH/stakeholders in the Project Director’s absence, tracking project progress towards the workplan activities, and ensuring the project implementation aligns with the approved scope, timeline and budget. The Technical Director will also play a critical role in partnering with the RISE Project Senior Management Team in strategic decision-making.

Jhpiego is seeking a Technical Director based in Angola.

Responsibilities

Strategic Leadership & Project Management

  • Provide high level technical and program leadership, and support the Project Director/ Country Program Manager with the strategic direction for the project
  • Responsible for ensuring project alignment with the MOH and US State Department priorities, incorporating stakeholders' feedback into program design and implementation and ensuring the project activities fit within USG guidance
  • Support project planning, implementation, and reporting, ensuring timelines and objectives are met
  • Support development of annual work plans, budgets, and routine implementation planning
  • Responsible for the delivery of the required reports and deliverables that meet donor requirements and project objectives
  • Collaborate closely with the finance and project staff to track project budget and ensure the project delivers on the budget, scope and timeline
  • Provide support to the Project Director/ Country Program Manager on the overall leadership and management on tracking project performance against project targets and workplan activities and use adaptive management approaches to pivot project activities as required to meet targets/deliverables
  • In collaboration with the Senior MEL Advisor, provide technical leadership to the project team in the areas of data use for decision-making and use of data for prioritizing interventions and activities

Technical Expertise & Quality Assurance

  • Lead the design and delivery of high-quality interventions, covering community-based HIV and/or other infectious disease response systems and health system support for sustainability and transition to government leadership
  • Ensure project activities are evidence-based, data-driven, and aligned with international and national standards
  • Oversee and mentor technical and project staff to identify and integrate innovative approaches to strengthen disease response.
  • Provide technical and programmatic oversight, strategic direction and ensure appropriate support for the implementation of program activities
  • Provide overall leadership and support data-based decision making, using adaptive management approaches for prioritization of resources and targeted implementation

Stakeholder & Partnership Engagement

  • Ensure project activities are coordinated with national and district-level health initiatives, contributing to an integrated response.
  • Work closely with MOH, CSO, NGO, FBO, and other stakeholders to improve coordination, communication and collaboration
  • Alongside the Project Director/ Country Program Manager develop and oversee the project’s implementation plans at national, regional and community level, supporting implementation tracking and that activities are aligned with workplan and budget.
  • Track project performance indicators, document lessons learned and adapt strategies as necessary to improve impact and sustainability.
  • Alongside the Project Director/ Country Program Manager and senior project team, prepare and submit high-quality reports to the donor, detailing project achievements, challenges, and recommended actions.
  • Provide technical oversight and direct support to sub-partners implementing under the project and ensure their activities are evidence-based, data-driven, and aligned with international and national standards for HIV (including HIV programming allowed under the PEPFAR limited waiver)
  • Represent the program in relevant technical working groups and community/national forums.

Team Management & Capacity Building

  • Recruit, train, and supervise project technical staff, ensuring technical team members have the skills and support needed to perform effectively.
  • Provides oversight for required technical mentoring and capacity-building opportunities for technical staff, regional-based mentors, and fosters a collaborative and supportive working environment.
  • Provide leadership and mentorship on data driven decision making, including regular data reviews that drive prioritization and implementation
  • Promote adherence to ethical standards and protocols, ensuring staff safety and community well-being throughout project activities.
  • Be a steward and role model of Jhpiego’s internal Culture of Respect; ethics and safeguarding; and organizational values.

Required Qualifications

  • Clinical background required (MD or nursing); MPH or other health-related field
  • A minimum of 10+ years of experience is required, including at least 5 years of experience in senior technical leadership positions and managing large-scale USG-funded projects (PEPFAR, DoS, CDC)
  • Strong leadership, communication, and interpersonal skills; demonstrated ability to work collaboratively with government agencies, donors, and community groups.
  • Proven experience in the technical leadership of HIV and/or infectious disease programs, including strategic planning, technical oversight, quality assurance, and performance management.
  • Strong experience in programmatic and operational management, including annual planning, target monitoring, budget oversight, and preparation of technical reports for donors.
  • Proven ability to use programmatic and epidemiological data for strategic decision‑making, geographic prioritization, and adaptive management.
  • Experience in monitoring, evaluation, and learning (MEL) applied to continuous quality improvement and programmatic impact.
  • Experience with digital health tools and platforms for data analysis and use is an asset.
  • Strong strategic and technical leadership skills, including supervision of multidisciplinary teams and institutional capacity development.
  • Experience providing technical guidance to teams and implementing partners, ensuring compliance with technical, ethical, and operational standards.
  • Ability to manage multiple priorities in complex environments, demonstrating a high level of autonomy, accountability, and results‑oriented focus.
  • Strong analytical skills with the ability to interpret and communicate complex data effectively.
  • Excellent organizational and project management skills, with attention to detail.
  • Ability to work in a multicultural environment and build collaborative relationships with diverse stakeholders.
  • Excellent verbal, written, interpersonal, and presentation skills in English and Portuguese.
  • Experience working with Senior MOH Officials and NGOs, FBOs, CBOs, No-Profit business community
  • Demonstrated a depth understanding of Angola healthcare system, including public policies, institutional structures, and processes for transitioning to government-led ownership.”
  • Strong skills in Office 365
  • Familiarity with USG regulations and compliance and reporting procedures and systems;
  • Ability to travel 30% of working time
  • Demonstrated ability to work under pressure, with minimal supervision, and manage multiple priorities.
  • Willingness to travel domestically and internationally as required
