Overview

Jhpiego seeks a highly qualified MNCH-N, IPC and PHEM Strategic Advisors to serve as a technical expert to work closely with Regional Health Bureaus (RHBs) in Amhara and Tigray. The Advisors will collaborate with MNCH, nutrition, EPI, service delivery and PHEM team leads to jointly strengthen MNCH-N, IPC, and PHEM services. This strategic role focuses on ensuring sustainability in improved service delivery, community engagement, supply chain and health information systems and data use ensuring alignment with RHB priorities and the RISE project’s thematic areas. The Advisors will foster ownership, equity, and sustainability through collaborative planning, implementation, and adaptive learning.

Reporting Structure

  • Position Reports To: The Respective Cluster Coordinator and MNCH-N Advisors (Lalibela and Axum clusters)
  • Position Supervised: None

Responsibilities

  • Serve as a strategic technical representative for the RISE project engaging with regional and zonal MNCH, Nutrition, Service Delivery, and HEP leadership teams and the regional Public Health Institute and One Health actors working side-by-side to improve program performance and resilience. Represent Jhpiego and participate in the Regional Technical Working groups.
  • Support sustainable actions in improving service delivery, supply chain, and health information systems with strategic and technical engagements in alignment with the national and regional health strategies.
  • Support RISE’s sustainability efforts on building local capacity, applying cost-effective approaches, and smooth transition to government systems, ensuring lasting impact beyond the project lifecycle
  • Enhance supply chain management by engaging with EPSA hubs and its key partners to ensure timely availability of essential lifesaving MNCH-N and IPC commodities in project implementation areas
  • Participate in joint planning and review meetings with RHBs, ZHDs, and WoHOs. Promote data quality and use on DHIS2 and other platforms for evidence-informed decision-making and program improvement.
  • Document and share scalable lessons and best practices among partners and stakeholders to foster learning and replication.
  • Monitor progress and provide strategic recommendations to enhance sustainability and equity-focused programming.

Required Qualifications

  • Master’s degree in public health or related field with background in Public Health, Nursing, Medicine, or related field.
  • Minimum of 5 years of experience in MNCH-N, IPC, and emergency preparedness within the region’s health system.
  • Demonstrated experience working directly with government health structures at strategic and operational levels.
  • Strong understanding of health system building blocks and equity-focused approaches.
  • Excellent leadership, negotiation, and stakeholder engagement skills.
  • Ability to travel frequently within assigned regions.

Preferred Qualification:

  • Experience with integrated health projects.
  • Familiarity with the ongoing national MNCHN, IPC and PHEM initiatives.
  • Knowledge of local languages in the assigned region.
  • Program management experience in areas of Maternal, Neonatal and Child Health, Nutrition, PHEM and IPC (infection prevention and control)
  • Proven experience in planning, budgeting, and performance monitoring
  • Strong supervisory and coordination skills are mandatory.
  • Ability to travel up to 50%.

Technical Skills and Core Competencies

  • Familiarity with MNCH-N, IPC, & PHEM service delivery and the health context in geographies.
  • Excellent communication and presentation skills (oral, written, and reading proficiency in English).
  • Strong collaboration and representational experience with regional health bureaus and stakeholders.
  • Demonstrated capacity-building skills, including coaching, mentoring, and technical staff development.
  • Strong analytical and computer skills (Word, Excel, PowerPoint, web research).
  • Outstanding ability to interact, lead, and mentor diverse teams, while effectively multi-tasking to meet concurrent deadlines.

Language

  • Fluency in written and spoken English is required.
  • Professional proficiency in the Geographic Area language (Amharic for Amhara Region and Amharic & Tigrigna for Tigray Region).

Salary: Between 16,193 – 26,181 USD per annum.
