Overview

The Finance Officer plays a key role in supporting core finance processes, with primary responsibility for ensuring accurate, timely, and compliant financial transactions. The position also provides targeted support to grants management, specifically in TSC contract management, FAA payment documentation completeness, and review of VAT documentation from Local Implementing Partners (LIPs). The role includes voucher control, filing and documentation, data entry into QuickBooks Enterprise (QBE), handling petty cash and other payments, and ensuring proper financial records management.

Reporting Structure

  • Position Reports To: Senior Finance Officer, (direct supervision)
  • Grant-related Reporting: For grants management activities (FAA, TSC, LIPs VAT), performance and outputs will be tracked and reported to the Grant Manager through established metrics.
  • Position Supervised: None

Fixed team Contract until September 30, 2026

Responsibilities

Finance Responsibilities

  • Ensure proper filing, labeling, and stamping (“PAID”) of all financial documents
  • Follow up on accurate scanning and timely uploading of documents into QBE
  • Review advance requests and settlements (project and travel advances) prior to system entry
  • Review procurement and service payment documentation before data entry
  • Prepare accounting entries for reviewed daily transactions
  • Enter daily transactions and monthly journal vouchers into QuickBooks Enterprise with a high level of accuracy
  • Prepare statutory obligation and claim reports, including withholding tax, VAT, and vendor reports, as assigned
  • Handle petty cash and other assigned payments in accordance with policy
  • Assist the Finance Manager with month-end QBE closing processes
  • Support the Cluster Finance and Operations Officer as required
  • Assist the Finance Manager in facilitating internal and external audits
  • Follow up on and review settlements for recurring office expenses (e.g., utilities, security, vehicle rental, fuel, office rent)
  • Maintain financial records, registers, and tracking tools as required
  • Develop and maintain effective working relationships with colleagues and partners
  • Perform other duties as assigned by the supervisor

Grants Management Support (FAA, LIPs VAT, TSC)

  • Support TSC contract management by ensuring complete and accurate payment documentation
  • Support complete documentation and follow-up for FAA-related payments
  • Review VAT documentation collected from Local Implementing Partners (LIPs) and support submission processes as required

Required Qualifications

  • Degree in Accounting from recognized Institution, &
  • Minimum of five to six years’ relevant experience in accounting work preferably in NGO;
  • Computer literacy and working knowledge of Excel, Ms-Word;
  • Ability to communicate orally and in writing in English and Amharic;
  • Knowledge of QBE Enterprise software is a plus

  • Demonstrated ability to handle detail-oriented tasks and be organized
  • Good communication and interpersonal skills to work in a multi-disciplinary team setup
  • Flexible and ability to work under pressure

Salary: Between 14,299 – 23,629 USD per annum.
