Overview
The Project Lead will have the overall responsibility for keeping the project on scope, delivered on time and within budget. S/he will lead the management of and reporting on the implementation, making key decisions and solving problems in short timeframes while ensuring operational and program quality and integrity. This includes ensuring effective organizational management and communication, interacting with other projects, Ministry of Health, Ghana Health Service, Regional and District Health Management Teams, and other stakeholders. S/he will ensure timely and cost-effective project implementation, reporting of activities, and will be responsible for all project deliverables to the donor. S/he will supervise a team of highly qualified staff and will report to the Country Director. S/he will also liaise, coordinate and work closely with the US based team to ensure optimal project outcomes.
Responsibilities
- Provides leadership and strategic direction to ensure programmatic and financial integrity of project and to achieve rapid and sustained project goals, objectives and targets
- Ensures compliance with the project award results and the oversight of project activities to achieve the stated goal, outcomes and outputs
- Develops and maintains strong working relationships and alliances with the Ministry of Health, Ghana Health Service, especially Reproductive Health/Maternal Health/Community Health and Regional Health Management Teams, as well as other maternal health implementing partners, private sector partners and other key stakeholders in Ghana to maximize resources and avoid duplication of effort
- Collaborates closely with project partners, to ensure effective coordination across implementation efforts
- Collaborates closely with Ministry of Health and Ghana Health Service across all levels to ensure streamlined implementation to achieve project goal, outcomes and outputs
- Provides technical leadership in the design, analysis, and synthesis of interventions
- Ensures the quality and sustainability of interventions particularly in the areas of PE and MA coverage, implementation research and access to quality medicines
- Drive project implementation towards sustainability, replication and scale up from Day 1 working closely with key stakeholders to build on to what is already in place as well as position key partners to expand efforts put in place under this project
- Directly implements the project scalability plan, working closely with the Ministry of Health, and other key counterparts
- Leads the annual work planning process in close collaboration with project leadership, Unitaid, Ministry of Health, County Health Management Teams, project team and project partners
- Represents Jhpiego’s interests and present progress, achievements and lessons learned to key stakeholders and implementing partners in public and professional circles through meetings, conferences, and presentations
- Participates in relevant national technical advisory groups with counterparts and partner institutions
- Mentors, supports, supervises and manages a team of highly qualified staff and aligns their efforts to ensure rapid and sustainable results
- Oversees preparation of periodic project reports to donor
- Writes and/or reviews technical components of materials and publications related to integrated health and its development
- Works with finance and project staff to develop and track project budgets
- Works closely with all technical staff including clinical Technical Advisors, Mand E Advisors, Program Officers to support high quality outcomes and technical integrity of the project
- Works with Monitoring and Evaluation (Mand E) staff to generate and document data; b) conduct data analysis; c) document results to guide future implementation; and d) any necessary course corrections
- Works closely with Jhpiego home office (HQ) staff to ensure effective, timely and coordinated project implementation
- Ensures compliance with Unitaid operational policies and regulations
- Performs any other duties that may be assigned
Required Qualifications
- Holder of an advanced degree in public health, health administration, international health or a related field; MD preferred.
- 15+ years' experience successfully managing large, multi-year international health sector development projects that have implemented successful activities in areas such as maternal, newborn and child health, reproductive health, care and treatment and health systems strengthening
- Experience managing Unitaid awards is preferred
- Demonstrated experience and knowledge in establishing systems and overseeing project start-up
- Understanding of the Ghana social and political context, and developments in the health sector
- Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs
- Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, the private sector and other donors.
- In-depth knowledge of donor projects, regulations, compliance and reporting.
- Demonstrated outstanding leadership, strategic thinking, organizational, team-building and representational skills.
- Management, training or clinical background in maternal, newborn and child health, reproductive health, care and treatment, or health systems strengthening
- Expertise in research to practice—identifying best practices and adapting them to project realities
- Previous experience working and understanding of local health system and health systems strengthening, malaria care and treatment, and maternal, neonatal and child health care gaps and opportunities, and solid relationships at government agencies
- Excellent skills in facilitation, team building and coordination
- Experience managing i.e. developing and tracking budgets
- Excellent verbal, written and presentation skills
- Excellent interpersonal skills
- Demonstrated programming, management and technical skills
- Experience developing strategic and tactical plans in cooperation with others who represent a wide range of interests and needs
- Strong change management, results oriented and decision-making skills
- Proven expertise in providing technical assistance
- Ability to coach, mentor and develop technical capacity in national programs and technical staff
- Ability to work in a complex environment with multiple projects/tasks, short deadlines, competing deadlines and intense pressure to perform
- Awareness of, sensitivity to, and experience in working in multiple socio-economic settings and with multi-cultural staff and groups
- Ability to develop productive working relationships with counterparts in other agencies and organizations nationally
- Certification in PM@Jhpiego (Jhpiego’s internal project management curricula) or PMD Pro required, or will be within 60 days of hire
- Proficiency in Microsoft Office
- Fluent in written and spoken English
- Ability to travel frequently nationally and internationally
