Overview
The Reaching Impact, Saturation and Epidemic Control (RISE) project is funded by the U.S. Department of State (DoS) to support malaria prevention, diagnosis, treatment, surveillance, and monitoring and evaluation activities across Mainland Tanzania and Zanzibar. Implemented in close collaboration with the National Malaria Control Programme (NMCP), the Zanzibar Malaria Elimination Programme (ZAMEP), and Regional Administration and Local Government (RALG) structures, the project strengthens alignment with national malaria strategies, improves service delivery quality, and enhances health system performance and resilience.
The current implementation period (December 2025 to September 2026) requires intensive, time-bound, multi-region field execution supported by strong implementation management, effective stakeholder coordination, and consistent follow-through.
The Field Team Leader (FTL) provides overall coordination, administrative oversight, and management of field operations for the RISE Tanzania Malaria Program within assigned regions across Mainland Tanzania and Zanzibar. The FTL ensures that field team members are effectively supervised, coordinated, and supported to deliver approved malaria prevention, case management, vector control, surveillance, and community engagement activities. Reporting to the Senior Manager, the FTL works closely with technical, operational, M&E, program and health management teams to ensure alignment with regional and local government structures, supports partner coordination, and drives achievement of regional performance targets.
This position will be closed on January 23, 2026.
Responsibilities
- Regional Field Coordination and Oversight
- Provide overall coordination and administrative oversight of all field team members operating within assigned regions.
- Serve as the primary regional point of contact for field implementation, communication, coordination and partnership.
- Ensure field activities are aligned with approved work plans, schedules, and regional priorities.
- Supervision and Team Management
- Supervise and coordinate technical, community engagement, MERL, and operations field staff within the region.
- Ensure clarity of roles, performance expectations, and effective coordination of technical and administrative reporting lines for all field personnel.
- Promote teamwork, accountability, and timely problem-solving across field teams.
- Government and Partner Coordination
- Maintain productive working relationships with RHMTs, CHMTs, and other regional and council-level government counterparts.
- Coordinate day-to-day engagement with implementing partners operating within the region.
- Support integration of project activities within regional and council planning and coordination mechanisms.
- Operational and Logistical Coordination
- Coordinate regional operational and logistical needs in collaboration with the Senior Administration Assistant and Senior Program Officer.
- Ensure timely requisition, distribution, and utilization of resources to support uninterrupted field activities.
- Facilitate dissemination of technical guidelines, job aids, communication materials, and monitoring tools.
- Monitoring, Data Use, and Reporting
- Participate in regional monitoring, quality assurance, and learning activities, including data review meetings.
- Use routine data and field feedback to track progress, identify implementation challenges, and support corrective action.
- Prepare and submit regular regional updates on implementation progress, performance against targets, and emerging issues.
- Communication and Escalation
- Maintain regular communication with field teams, partners, and government counterparts.
- Escalate critical implementation risks, delays, or performance issues to the Senior Manager with proposed solutions.
- Lead follow-up on agreed actions from coordination and review meetings.
Required Qualifications
- Bachelor’s degree in public administration, Project Management, Public Health, Health Systems Management, Social Sciences or a related field.
- At least 6-7 years of progressively responsible experience managing or coordinating large-scale health program implementation in Tanzania.
- Demonstrated experience working with RALG structures, including RHMTs and CHMTs, and coordinating with multiple implementing partners.
- Demonstrated familiarity with use of routine health data and field reports to monitor performance, support problem-solving, and inform corrective action.
- Experience in malaria, vector-borne disease, or other infectious disease programming is desirable.
- Strong supervisory, coordination, negotiation, and communication skills, with the ability to manage complexity and competing priorities in dynamic field environments.
- Proven experience working on U.S. Government–funded or other donor-funded health projects, with familiarity with compliance, reporting, and accountability requirements.
- Willingness to live in any location in Kagera and Pwani regions in Mainland Tanzania or Pemba and Unguja in Zanzibar.
- Ability to undertake regular travel within the assigned region and provide periodic support to other project-supported areas, as required.
Preferred Qualifications

- Strong interpersonal, facilitation, and written communication skills in English; fluency in Kiswahili required.
- Strong experience translating approved work plans into coordinated regional implementation, tracking progress, and addressing operational bottlenecks.
