Overview

The Reaching Impact, Saturation and Epidemic Control (RISE) project is funded by the U.S. Department of State (DoS) to support malaria prevention, diagnosis, treatment, surveillance, and monitoring and evaluation activities across Mainland Tanzania and Zanzibar. Implemented in close collaboration with the National Malaria Control Programme (NMCP), the Zanzibar Malaria Elimination Programme (ZAMEP), and Regional Administration and Local Government (RALG) structures, the project strengthens alignment with national malaria strategies, improves service delivery quality, and enhances health system performance and resilience.

The current implementation period (December 2025 to September 2026) requires intensive, time-bound, multi-region field execution supported by strong implementation management, effective stakeholder coordination, and consistent follow-through.

The Malaria Technical Officer (TO) provides field-level technical support for malaria case management (MCM), including malaria in pregnancy (MiP), and integrated vector management (IVM), including insecticide-treated net (ITN) distribution, under the RISE Tanzania Malaria Program. The role supports quality service delivery, adherence to national guidelines, and routine use of service delivery and surveillance data to improve performance at regional, council, and facility levels. Supervised by the Field Team Leader with technical oversight from the Clinical Services Advisor, the TO works closely with regional and council health management teams to support planning, implementation, mentorship, and follow-up of malaria service delivery at facility and community levels, under the overall direction of the Technical Director.

This position will be closed on January 23, 2026.

Responsibilities

  1. Technical Support and Service Quality
  • Provide field-level technical support for MCM and IVM interventions, including prevention, diagnosis, treatment, reporting, and routine surveillance in project-supported geographies.
  • Support implementation of service delivery assessments, structured mentorship, supportive supervision, and follow-up using malaria service and data quality improvement (MSDQI) standards and tools.
  • Support health facilities and community platforms to adhere to national malaria guidelines, protocols, and standards.
  1. Field Implementation and Capacity Building
  • Conduct regular field visits to facilities and communities to provide on-the-job mentorship and supportive supervision to health care providers and community cadres, including CHWs and iCCM providers.
  • Support regional and council teams to implement agreed malaria service and quality improvement actions and follow-up plans.
  1. Data Use and Performance Monitoring
  • Support collection, verification, and routine use of MCM and IVM service delivery and surveillance data at facility and council levels.
  • Work with M&E staff to review performance data, identify gaps, and support data-informed decision-making and targeting.
  • Contribute to updating and maintaining routine tracking tools and databases for key technical indicators.
  1. Documentation and Learning
  • Document field implementation activities, challenges, adaptations, and lessons learned related to MCM and IVM interventions.
  • Contribute inputs to technical reports, success stories, presentations, and learning briefs as requested.
  • Support use of standardized tools, job aids, and guidance documents across project-supported sites.
  1. Coordination and Team Support
  • Coordinate closely with the Malarial Clinical Services Advisor to ensure field activities align with approved workplans and schedules.
  • Work with the Operations and Logistics team to support logistical preparedness for field activities, training, and supervision visits.
  • Participate in coordination meetings, planning sessions, and review forums at regional and council levels, as delegated.
  1. Reporting and Accountability
  • Submit timely field reports, supervision summaries, and activity updates to the Malaria Clinical Services Advisor and Field Team Leader.
  • Flag implementation challenges, service quality issues, and emerging risks from the field, with proposed actions for follow-up.

Required Qualifications

  • Clinical qualification (medicine, nursing, midwifery, or related clinical field) required; additional public health training or professional development in malaria or infectious diseases is an advantage.
  • At least 5-6 years of relevant experience providing technical or implementation support for malaria programming or other infectious disease programs within large-scale health projects.
  • Practical experience supporting malaria prevention, diagnosis, treatment, and/or vector control interventions in facility- and community-based settings.
  • Experience conducting supportive supervision, on-the-job mentorship, and capacity building for health workers and community cadres, including CHWs and iCCM providers.
  • Experience working with government health structures at regional, council, facility, and community levels, including RHMTs and council health teams.
  • Demonstrated ability to support routine data collection, review, and use for performance monitoring and service improvement.
  • Experience using or adapting supervision tools, checklists, job aids, and basic technical reporting formats.
  • Familiarity with U.S. Government-funded health programs is an advantage.
  • Willingness to live in any location in Kagera and Pwani regions in Mainland Tanzania or Pemba and Unguja in Zanzibar.
  • Ability to undertake regular travel within the assigned region and provide periodic support to other project-supported areas, as required.

Preferred Qualifications

  • Strong interpersonal, facilitation, and written communication skills in English; fluency in Kiswahili required.
  • Willingness and ability to travel extensively (up to 60%) across project-supported regions, councils, and facilities.
