Jhpiego is committed to improving public health outcomes, with a particular focus on Non-Communicable Diseases (NCDs) such as hypertension and diabetes. As part of our efforts to enhance comprehensive primary care services, we are seeking a qualified and experienced individual to serve as Senior Program Officer, Bihar to provide techno-managerial support in the design, implementation and monitoring of CPHC interventions.
Responsibilities
- Work on project management related to Comprehensive primary healthcare in the intervention
- Lead the design, implementation, and demonstration of a Non-Communicable Disease (NCD) model using a Population Health Management (PHM) system in an identified
- Coordinate with stakeholders to establish workflows, data integration, and service delivery pathways for NCD management.
- Develop and operationalize strategies for screening, risk assessment, and management of NCDs using the PHM system.
- Monitor implementation progress, identify gaps, and ensure alignment with national and state health program guidelines.
- Use PHM data for generating insights, monitoring indicators, and preparing reports on program performance.
- Work closely with the supervisor on setting program priorities, directions, and responding to requests for technical support from state health officials.
- Represent Jhpiego at State/district meetings involving government and other development
- Develop and produce documents like situation analysis reports, assessment reports, gap analysis plans, procurement plans etc. as per the program need and local
- Assessment of public health facilities to understand readiness and identify gaps in service delivery for Hypertension / Diabetes and define potential interventions to strengthen delivery of care / services.
- Strengthening supply-chain of essential commodities including glucometer, glucose strips, and other drugs and commodities as
- Travel extensively to visit public health facilities or program sites to assess and monitor progress, extend support in addressing limitations / challenges to program implementation, identify key risks and mitigation mechanisms, and identify interventions to strengthen delivery of care for Hypertension / Diabetes.
- Perform additional tasks as assigned by the supervisor to support program goals
Required Qualifications
- MBBS/ BDS/ BAMS/ BHMS/B. Tech is preferred with an essential master’s in public health (MPH), diploma in public health (DPH) or post-graduation in health management
- At least 5 to 8 years of experience of working with government programs and systems for large scale public health programs, especially health systems strengthening interventions
- Technical knowledge and experience in health programs in the high focus states of India
- Knowledge of latest GoI NP-NCD and CPHC program guidelines, program management structures, Program Implementation plan (PIP) process.
- Familiarity with the Indian health system, key stakeholders, and relevant government policies / strategies—particularly Ayushman Bharat and National Health Mission
- Demonstrable experience and competency in managing diverse objectives with government and multiple stakeholders.

- Direct experience of independently liaising with government health functionaries, state level administrators and other development partners.
- Proficiency in writing technical and programmatic documents such as assessment reports, training materials, program reports etc.

- Ability to handle a variety of assignments under pressure of
- Microsoft Office computer skills, proficiency in Word, Excel and PowerPoint
