Overview
The Human Resources Associate supports the leadership, management, and strategies across all HR functions within Jhpiego-led programs in Liberia. He/she will execute all human resources functions with support from the Country Program Manager and the Regional HR Business Partner. This role is responsible for ensuring that HR operations, including recruitment, onboarding, performance management, employee relations, benefits administration, compliance, and staff development, are executed effectively and in alignment with organizational policies and labor regulations. Acting as the central point of contact for HR matters, the HR Associate provides both strategic and hands-on support to management and staff, fostering a professional, compliant, and supportive workplace environment.
Responsibilities
- Administer the implementation of HR policies as outlined in the Jhpiego Liberia Employment Policy Manual.
- Analyze the country’s HR needs and establish specific HR objectives for the country office to ensure that HR policy and procedures, and standards are met.
- Manage end-to-end recruitment processes, from job postings to candidate selection.
- Provide support to ensure country-level management team members are well versed in country-related HR policies and that policies are implemented consistently, including advice to the Country Program Manager and the Senior management team on all HR related issues.
- With oversight from the Regional HR Business Partner and the Global HR team, review salary scale and benefits policies for local nationals to ensure that the organization can attract and retain highly skilled staff.
- Review benefits packages regularly to ensure compliance with local laws and competitiveness with other international NGOs.
- Provide support for the conduct of job evaluations on new and existing positions, including reviewing job descriptions and recommending appropriate grade assignments.
- Coordinate the annual performance appraisal process, as well as ensure that 90-day reviews are conducted appropriately, and coordinate the annual merit review process.
- Assist with the development and management of staff capacity building plans.
- Administer employee wellness and work-life balance programs for staff.
- Advise hiring managers on staffing and recruitment-related matters, including legal considerations and coaching on interview techniques.
- Ensure recruiting and hiring practices follow government regulations and organizational policies.
- Coordinate onboarding with other departments to support the learning process of new employees.
- Develop and maintain a healthy employee relations environment, providing staff with a venue to discuss their work-related problems and concerns.
- Ensure that employee files are complete, and all required documentation is maintained in a confidential and secure manner as per Jhpiego policies, including maintaining staff timesheets and tracking staff vacation and sick leave.
- Ensure that the Regional HR Business Partner receives new employee documentation in a timely fashion, including maintaining recruitment and attrition statistics for staff.
- In consultation with the Country Program Manager, prepares and submits HR related information/ reports such as quarterly establishment survey, monthly HR country report, semiannual reports, among others as requested by responsible bodies, including government authorities, donors and partners; Liaise with the Regional HR Business Partner, Global Human Resources (GHR), and Chief HR & Administrative Officer as required.
- Facilitate the processing of residence/entry/re-entry/work permits for TCNs.
- Perform other related duties assigned by the supervisor.
Required Qualifications
- Bachelor’s degree in human resources, Business Administration, or related field
- 3+ years of progressive HR experience, preferably in an NGO or international organization
- Strong knowledge of HR practices, labor laws, and compliance requirements
- Excellent communication, interpersonal, and problem-solving skills
- Proficiency in HR software and MS Office Suite
