Overview
MOMENTUM Country and Global Leadership (MCGL) award is a US Government funded global program that partners with governments and local organizations to strengthen capacity and contribute to global leadership and policy dialogue on maternal, newborn, child health, and voluntary family planning.
MCGL seeks a Capacity Building Officer to provide technical, programmatic, and administrative support for the East Jerusalem Hospital Network (EJHN). The EJHN comprises six non-profit charitable hospitals that serve patients from East Jerusalem, the West Bank, and Gaza. The program supports hospitals to diversify income streams and improve the quality of services.
The position will operate under the leadership of the EJHN Technical Manager and will support the program and capacity building work in MCGL EJHN Project. This role ensures seamless implementation of activities, compliance with donor regulations, and strengthening of hospital systems in line with national and international standards.

Capacity Building & Technical Support
- Supports EJHN hospitals in identifying training and organizational capacity needs.
- Facilitatres , adaptation, and dissemination of training materials, curricula, job aids, and supervisory systems.
- Collaborate with clients and partners to address gaps in service delivery and activity related outcome and performance.
- Work with M&E staff to analyze program data and use findings for continuous quality improvement.
- Promote alignment of hospital capacity-building initiatives with national requirements, regulations, and international best practices.
Program & Project Management
- Support the Technical Manager in coordination, and execution of project activities.
- Contribute to the development, , of workplans, quarterly and annual reports, briefs, and knowledge management products.
- Track progress on deliverables, ensuring timely implementation in coordination with EJHN hospitals and partners.
- Coordinate with team and partners to ensure compliance and strong program delivery.
- Organize and document internal and external meetings with , MOH, partners, including agendas, minutes, and follow-up.
- Support partner organizations in implementing Fixed Amount Awards and ensure adherence to Jhpiego and donor requirements.
Administration & Operations
- Coordinate in-country travel and logistics for staff and consultants, including transport and vendor management.
- Ensure compliance with Jhpiego, Johns Hopkins University, and USG operational and donor policies.
- Contribute to external communications by drafting or reviewing success stories, newsletters, and other products.
- facilitate events management, press releases, and external communications.
- Maintain an organized repository of program documents, notes, and reports.
- Any other duties assigned by the line manager
Required Qualifications
Required Qualifications
- Bachelor’s degree in public health, international development, health administration, social sciences, nursing or a related field; Master’s degree preferred.
- 5–6 years of relevant experience in program management, capacity building, or international development.
- Demonstrated experience in organizational capacity development, training design, or quality improvement initiatives.
- Familiarity with USG-funded programs and donor compliance requirements.
- Strong oral and written communication skills in both English and Arabic, including ability to draft reports and meeting documentation.
- Strong proficiency in Microsoft Office (Word, Excel, PowerPoint).
- Experience coordinating with government institutions, hospitals, NGOs, and donor agencies.
- Proven ability to support diverse teams and foster collaboration across organizations.
- Familiarity with the local health system and donor community.
