Overview
The Governance & Systems Strengthening Advisor will provide technical leadership and strategic guidance to strengthen governance, leadership, and health systems for integrated Primary Health Care (PHC) in alignment with Nigeria’s Health Sector Renewal Investment Initiative (HSRII) and Sector-Wide Approach (SWAp). The Advisor will ensure that planning, budgeting, and accountability mechanisms at national and sub-national levels are institutionalized to improve PHC performance and sustainability. The Advisor will work closely with the State Team Leads.
Responsibilities
- Collaborate with federal, state, and LGA health authorities to operationalize SWAp principles (“One Plan, One Budget, One Report”).
- Facilitate joint planning and coordination meetings between MOH, SPHCDA, LGHAs, and development partners.
- Build capacity for leadership and governance at state and LGA levels, including performance management and accountability frameworks.
- Institutionalize data-driven decision-making through digital dashboards and quarterly joint reviews.
- Support integration of MNCH, malaria, nutrition, and immunization services into PHC platforms.
- Provide technical assistance for BHCPF 2.0 reforms and sustainable financing strategies.
- Advise on contracting mechanisms for PHCs and private/faith-based facilities under SWAp governance.
- Develop and deliver training modules for state and LGA managers on governance, planning, and monitoring.
- Strengthen Ward Development Committees (WDCs) and other community structures for feedback and demand generation.
- Represent the project in high-level meetings with government and partners.
- Any other scope that may be determined by the Supervisor to meet project and organizational objectives.
Required Qualifications
- Advanced degree and equivalent experience in Public Health, Sociology, Health Systems, or related field;
- Minimum 8–10 years of experience in health governance and systems strengthening in Nigeria or similar contexts.
- Proven experience with donor-funded programs and government engagement.
- Strong knowledge of PHC systems, SWAp, BHCPF, and health financing mechanisms.
- Excellent,facilitation, capacity-building, and stakeholder coordination skills.
Preferred Qualifications
- Strong leadership and coordination experience for multidisciplinary teams and partner organizations.
- Familiarity with Nigeria’s health systems and demonstrated ability to collaborate with government officials.
- Excellent skills in facilitation, team building, and coordination.
- Excellent writing and communication skills, including technical writing for publication.
- Ability to work effectively with diverse international and in-country teams and empower others.
- Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform.
- Demonstrated experience in maintaining donor relations
