Overview

Through funding from the Centers for Disease Control and Prevention (CDC), Jhpiego is implementing the Achieving Global Health Security through Strengthening of Public Health Emergency Preparedness and Management Platforms (PHEM) and the Enhancing Global Health Security (EGHS) projects to enhance in-country capacity to prevent, detect and respond to emergencies in Liberia. Through this grant, Jhpiego is undertaking a data consolidation process to make use of multiple sources of information/analysis from different sectors, inclusive of all hazards (i.e. natural, human-induced and environmental hazards) to inform the risk profile and anticipatory actions for priority risks. In collaboration with the national and subnational governance structures, Jhpiego will co-design county-level risk assessments, approaches and tools, adapting the existing national tools and other standards which help communities understand potential threats and capabilities for addressing them as well as hazard risks, community and health care system vulnerabilities, and response capacities.

Update the national risk profile to inform preparedness and readiness actions: Jhpiego will work with NPHIL, MOA, EPA, the One Health Technical Committee, Steering Committee and TWGs to use a multisectoral approach to identify high-risk districts and communities and conduct in-depth assessments in those areas. Based on results, we will co-develop preparedness and mitigation plans.

Responsibilities

  • Coordinates the activities of both projects by working directly with NPHIL, MOH, CDC, WHO and other stakeholders to implement planned activities.
  • Provides oversight, coordination, and technical assistance to the planned activities to ensure alignment with national framework.
  • Works with PHIL, Afrohun MOH, CDC and WHO to plan EMS training of county health officers

  • Plan, design, and implement a point prevalence survey at selected health facilities under the technical guidance of the CDC team.
  • Represent Jhpiego in all relevant technical working groups.
  • Support the Monitoring & Evaluation Specialist who will be responsible for monitoring, evaluation, and reporting, including tools development and data collection.
  • Under the direction of the Country Program Manager, collaborate with the MER Specialist and Senior Finance and Admin Manager to develop annual work plan, budget and M&E Plan.
  • Support the Country Program Manager to prepare and submit periodic donor reports.
  • Undertakes other leadership, coordination and management activities relevant to the project.
  • Provides project updates to CDC Liberia team on behalf of Jhpiego during monthly CoAg calls.
  • Performs other related tasks as will be assigned.

Required Qualifications

  • Master’s degree in public health, health sciences or related field
  • At least five years’ related experience in the implementation of public health activities in humanitarian settings
  • At least three years’ experience in leading and managing donor funded programs and teams
  • Technical expertise in the response of infectious diseases
  • Knowledge and experience of report writing and presentation
  • Proficiency in analysis. Interpretation and visualization of data
  • Demonstrated skills in disease preparedness and readiness actions
  • Proven ability to multitask across various planning and implementation processes within a highly demanding environment.
  • Excellent writing, verbal and interpersonal communication skills in English.
  • Proficiency in Microsoft Office Suite, HMIS and other reporting platforms
  • Ability and willingness to travel in country
