Overview
Jhpiego is an international non-profit health organization affiliated with The Johns Hopkins University, USA. For more than 50 years and in over 150 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego is dedicated to improving the health of women and families in developing countries. Through funding from The Global Fund, Jhpiego Pakistan is going to implement the National Infection Prevention & Control Program in AJK and Islamabad. Jhpiego will be working closely with National Institute of Health in implementing the National IPC program. Jhpiego is looking for the IPC Consultant for the project where the person will be the focal point of the project and will be leading the activities representing Jhpiego Pakistan. The position will be reporting to Country director.
Responsibilities
The scope of work includes providing technical support for Tuberculosis (TB) program activities, including assisting the Country director for TB strategic positioning The role will support donor coordination through timely communication, progress updates, and alignment with partner priorities. It will also contribute to grant writing and proposal development to mobilize resources for TB interventions. Additionally, the work involves assisting in strategic planning and technical documentation to enhance program effectiveness and visibility.
Specific Objectives:
- Provide Technical Leadership and Strategic Support by Delivering expert technical assistance for the implementation and oversight of IPC activities and TB strategic positioning at national and subnational levels, ensuring alignment with national strategies, Global Fund priorities, and Jhpiego’s technical standards.
- Strengthen Donor Coordination and Resource Mobilization by Supporting effective engagement with donors and partners, including the Global Fund and NIH, by contributing to proposal development, grant writing, and strategic positioning to secure and sustain funding for TB and IPC programs.
Description of Objectives:
- Offer technical guidance to strengthen IPC implementation and TB program positioning across all levels. Ensuring strategic activities are aligned with national policies, donor priorities, and Jhpiego’s technical standards for effective program delivery.
- Facilitate collaboration with key donors and partners through regular communication and reporting. Contribute to proposal and grant development to mobilize resources and sustain TB program upcoming initiatives.
Deliverables:
- Develop a strategic positioning plan outlining Jhpiego’s role and comparative advantage in upcoming national TB initiatives.
- Produce technical briefs, concept notes, and advocacy materials highlighting Jhpiego’s technical expertise and alignment with national TB priorities.
- Support the Country Director in high-level meetings with the Common Management Unit (CMU), NIH, and other key TB stakeholders to advocate Jhpiego’s technical role.
- Develop and maintain a stakeholder engagement matrix mapping potential TB partners, donors, and government counterparts.
- Support the Country Director in coordinating and facilitating partnership meetings with the Global Fund, WHO, USAID, and other relevant stakeholders.
- Contribute to grant writing, proposal development, and donor correspondence to secure Jhpiego’s participation in new TB funding opportunities.
- Draft liaison and partnership reports summarizing engagement outcomes and recommendations to strengthen Jhpiego’s positioning within the national TB response.
Level of Efforts (LOE):
The duration of the consultancy assignment will be two months.
Payment and Working Schedule:
The consultancy will be paid monthly upon successful completion of the assigned deliverables.
Reporting Line:
The consultant will report directly to the Country Director, Jhpiego Pakistan.
Required Qualifications
- Master’s degree in public health and a qualified health professional (MBBS/VDS/BSN) having experience in developing and executing IPC programs, training and mentoring. PhD in public health, clinical training, and coaching will be an added advantage.
- A minimum of fifteen years of experience (specially in tertiary-care health facilities and communicable diseases) in execution of program is required. Person having experience of working with The Global Fund Project will be an added advantage.
- Strong programming, management and technical skills, specifically with IPC/TB program execution and on-the-job mentoring/quality monitoring in Pakistan
- Experience in the development of strategic and tactical plans in cooperation with other stakeholders.
- Ability to manage several major activities simultaneously and demonstrable evidence of excellent organizational skills
- Excellent presentation skills, verbal and written communications skills
- Excellent skills in facilitation, team building and coordination
- Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
- Strong computer skills including command on excel and word package
- Willing to travel across Pakistan (when and if needed)
