Overview
The HR and GR Coordinator is mainly responsible for facilitating Jhpiego Govt. relations functions with internal coordination among functional units and programs, compile and update FD-6 and other relevant NGOAB forms and submit to the bureau for approval. This position has a strong representational role outside the organization, particularly with NGOAB and other relevant government ministries/directorates. In addition to that, s/he will also provide necessary support for recruitment process, that includes job postings, scheduling interviews, communication with candidates, employment offer, preparing personnel files, onboarding and ensuring all compliances in line with Jhpiego policy.
Responsibilities
Government relations support
- Maintain a strong networking/professional relationship with the NGO affairs bureau high officials, including Director General and Line Director that ensure healthy partnership between NGOAB and Jhpiego
- Prepare document in consultation with Jhpiego Management and submit to different Govt. offices and follow up them
- Attend and represent Jhpiego for NGOAB coordination meetings
- Documentation of all GOB and other correspondences in a systematic way for future reference.
- Provide appropriate guidance to the budget holders and other relevant project staff on preparation of FD6 to get the approval as per the NGOAB updated procedure.
- Continue close coordination with programs and finance teams to compile all relevant NGOAB forms in both English and Bangla versions.
- Compile or prepare FD-1, FD-2, FD-3, FD-6, FD-7, FD-9, FC-1, AAR and update existing FD-6 and other pertinent forms
- Assist finance and program staff in preparing responses to NGOAB audit queries, ensuring all issues raised are thoroughly addressed
- Support the preparation of quarterly and annual reports on all FD-6 submissions to the NGOAB.
- Coordinate with program staff to obtain local administration certificates (CLA) for all project locations.
- Ensure compliance with the laws of the Government of Bangladesh and NGOAB regulations in consultation with HR Manager.
- Regularly follow up the progress of approvals and maintain a good relationship with NGOAB
Recruitment and selection
- Assist recruitment and selection process for all levels of positions within Jhpiego Bangladesh.
- Coordinate and schedule interviews in collaboration with hiring managers and relevant members of the hiring team.
- Contact candidates via email and/or phone, inviting them for interviews, ensure their attendance and documentation.
- Manage interview logistics, including room reservations, availability of laptops, and preparation of necessary documents.
- Maintain timely and effective communication with panel members and candidates throughout all stages of the hiring process.
- Conduct reference checks, review references, and support employment offers.
- Oversee joining formalities and ensure timely preparation of new staff files with all required documents, following organizational standards.
- Prepare agreement/contract and organize onboarding for new staff in consultation with the HR Manager
- Participate as panel member in interview (as required) and provide HR guidance to other panel members
Facilitate consultant hiring processes:
- Coordinate with hiring team for planning, advertising, shortlisting, assessment, and finalization of consultant recruitment in a timely, transparent, and efficient manner.
- Ensure all necessary documents are collected and stored systematically in accordance with the Human Resources policy manual.
- Prepare consultant agreements and update in the tracker to monitor progress of each consultancy.
- Ensure accurate documentation and provide support for processing consultant payments.
- Maintain and regularly update the consultant database.
Any other job related to the function will be allocated as and when required by the Supervisor. This position may require field visits to the project implementing areas.
Required Qualifications
- At least 3-5 years of working experience in Govt. relations in development sector, particularly in International NGOs
- Sound understanding and experience in recruitment and selection process is one of the key requirements for this position
- Bachelor degree in any discipline, preferably in Management/Human Resource Management/ Social Science from a reputed university with excellent academic results
- Practical experience in working with several FDs of NGOAB
- Clear understanding of NGOAB rules, regulations and their process
- Excellent coordination and communication skill in English and Bangla both oral and written
- Ability to work independently with limited supervision
- Competent usage of IT applications, e.g. MS Office, employee database, recruitment software etc.
- Highly motivated, quick learner, energetic and able to work under pressure and can handle multiple priorities
