Overview
MOMENTUM Country and Global Leadership (MCGL), funded by the U.S. Government, is a global mechanism that saves lives and improves access to quality, integrated health services by distributing life-saving commodities, medicines, and vaccines, and providing critical health care services for pregnant mothers and children under five. The project provides safe childbirth for mothers and babies, vaccinates children, treats deadly illnesses and malnutrition, and controls disease outbreaks.
The Operations Officer will be mainly responsible for ensuring smooth and effective program operations by arranging all required support services and making resources available to achieve program goals. S/he will lead the program support teams (e.g. project support team and Admin and Finance Assistant) and provide support to field/service-delivery implementation, including logistics support, transportation and travel arrangements, organizing accommodation for travel to/from implementation provinces, and safety and security. S/he is responsible for the efficient and cost-effective use of all resources including financial, human, vehicle, commodity and material as per Jhpiego, MCGL, and Government of Nepal (GON) and other government agencies’ policies and procedures. S/he will ensure implementation of key program start-up activities during the inception phase, build rapport and network with partners as well as other key stakeholders, particularly the GON at the national and provincial levels.
Responsibilities
Operations
- Take the lead in writing Standard Operating Procedures for key administrative, finance, and operational functions.
- Develop and manage strong internal systems to ensure the project delivers Value for Money (VfM) across all project operations.
- Maintain a central procurement tracker/database.
- Liaise with country office administrative support functions to ensure proper operational support to the project
- Support office set up in the province
- Support provincial operations in coordination with the Senior Fin Ops Manager
- Support the Project Director and Technical Director in monitoring the status of work plan activities and their timelines for implementation
- Develop and maintain efficient and effective operational systems and ensure compliance with Jhpiego and U.S. Government/Department of State (USG/DOS) operating standards and policies and legal requirements, including regular documentation and reporting of all U.S. Government legal and policy requirements in close coordination with the global MCGL team
- Ensure that high priority purchases are monitored and prioritized by the central procurement/logistics team and take necessary steps for faster procurement.
- Coordinate with the national HR team for recruitment of positions within the project and ensure proper onboarding and placement, including developing a MCGL-specific onboarding package with the support of the global Program Officer (PM).
- Ensure regular coordination across project functions and with the global MCGL project team and global Program Officer (backstop).
Admin/Logistics
- Provide overall logistics and administrative support for smooth functioning of project activities.
- Coordinate provincial staff in arranging workshop/training events as required, including hotel liaison, invitations, travel arrangements, supplies & materials, equipment hire and providing point of contact support for participants at events.
- Make travel and accommodation arrangements for project personnel.
- Arrange payment of utility and other routine bills and maintain track record of all these payments.
- Maintain local suppliers list both for routine and emergency supplies and conduct regular market surveys and update the list.
- Check vehicle log books and vehicle condition on regular basis.
- Keep proper record and provide goods/supplies status report to concerned program lead and supervisor on as and when required basis.
- Supervise Admin staff (i.e. Office Assistants, Office Attendants, Drivers etc.) by monitoring performance of supervisee staff and give regular feedback to staff members and document corrective actions; Complete the annual performance appraisal, regular mentoring and coaching of supervisees.
- Perform other duties, as needed or requested.
Required Qualifications
- Bachelor’s degree, preferably in Management/Business Studies or relevant discipline
- At least 3 years’ experience in a management, admin & procurement role, preferably in the development sector.
- Experience in providing operational level support (logistical, operational, safety and security, administrative, finance, etc.) and monitoring effective program operations in a fast-paced and complex operating environment
- Advance knowledge on financial, administrative and human resource, logistics, excellent knowledge on program management, especially within donor-funded, global or large-scale global health programs.
- Proven strategic planner and team leader with sound technical knowledge of support systems, conceptual and analytical ability, good judgment, and adaptive, flexible capacity.
- Proven ability to develop and lead a high performing team.

- Strong problem solving and organizational skills in day to day and crisis situations
- Outstanding communication and inter-organizational skills
- Excellent oral and written communication skills in Bengali and English
