Introduction

CFM is authorised by the AFM to act as manager (beheerder) of investment institutions and to offer participation rights in investment institutions. CFM is subject to supervision by the Dutch Authority for the Financial Markets (Autoriteit Financiële Markten or “AFM”) and/or the Dutch Central Bank (De Nederlandsche Bank N.V. or “DNB”).
Job Purpose
The Technical Manager will have a background in the water industry and will be responsible for:
- Identifying, quantifying and mitigating risks during development, construction and operation for Assets within CFM’s Climate Investor Two (CI2) portfolio, which invests in water, waste, sanitation, and ocean-related projects
- Support informed decision-making with respect to technical risks and opportunities, including supporting Project Technical compliance within the CI2 portfolio
- Working with other departments, contribute to sound health and safety principles at project level.
- Promote best practice in engineering, project management, construction management, and technology usage, while supporting and maintaining the stakeholder relationships of CFM and its Funds.
- Facilitate knowledge transfer and capacity building with Project partners, as well as contribute to the achievement of Project milestones.
- Assisting the Singapore Investment Team and Regional Head with the technical and operational aspects of the projects/assets.
The role requires a talented project manager and engineer with proven technical skills and familiarity with project finance processes to join the CFM Regional Office in Singapore, and to provide operational and technical support to projects and assets across all CFM jurisdictions in Asia. If agreed, the role could be based in Manila.
Key Duties and Responsibilities
TECHNICAL SUPPORT FOR TRANSACTIONS
- Track project progress to support the CFM investment teams.
- Scope and manage technical due diligence for the development, construction, and operation of assets.
- Ensure technical inputs and assumptions required for a bankable financial model are obtained.
- Prepare reports, updates and risk matrixes concerning project development and construction progress as needed.
- Assist the Investment Team with investment committee proposals with technical, procedural and process inputs.
- Carry out site visits during development, construction, and operation, to monitor works and assess capabilities of Project Developers.
- Assess, comment, review and propose improvements on all key contracts and in particular: offtake agreements, land and access agreements, construction contracts (EPC, balance of plant, supply, etc), construction management agreements, and operations & maintenance contracts.
TECHNICAL SUPPORT OF THE PROJECT
- Support guide and assist with technical, financial, legal and contractual workstreams as agreed between CFM, Project Developers, and Asset SPV staff, advisers and partners.
- Together with the Asset Project Manager and/or Owners Engineer, monitor and verify that construction budget, programme and quality is adhered to.
- Interrogate, scrutinize and assess the resource/output measurement(s) and assumptions and verify with the Asset SPV, that a robust resource/output/abstraction assessment forms the basis of the project final design and production estimates.
- Formulate, assess, draft and assist with roles and responsibilities of partners for key personnel for various project phases.
- Together with the Asset Project Manager and/or Owners Engineer, monitor and verify that the Construction Contractor, OEM, Vendors and/or service providers meet all their contractual obligations and requirements.
- Monitor and verify that advisor inputs are sound and meet standards.
- Where required and as necessary act as interface between Asset Project Manager and/or Owners Engineer and Shareholders.
- Manage, guide, assist and supervise Asset SPV personnel or seconded personnel in their tasks concerning the project construction.
STAKEHOLDER RELATIONS
- Develop sound relationships with key project OEM's, Vendors, Developers, service providers, consultants, etc. Support the management of service providers & advisors as required.
- Assist and guide process to ensure sound stakeholder and community relationship(s).
- Support and guide SPV personnel, where appropriate.
COMPLIANCE
- Assist and coordinate formulation and execution of policies for Asset SPVs to align with CFM policies and requirements.
- Support project compliance with all health & safety, environmental, land, and permit requirements.
- Support the CFM E&S team to ensure that all HSSE requirements set out in the E&S plans are properly executed and applied.
REPORTING
- Collect and interpret Project data from projects.
- Provide input to reports for informing company stakeholders both external and internal.
- Preparing appropriate responses to investor due diligence questionnaires.
- Share knowledge and understanding with non-technical colleagues
- Together with the CFM technical team, innovate how to best monitor and respond to Project development, construction, and operation matters.
REQUIRED
- BSc Engineering degree – Civil, Electrical or Mechanical
- Relevant development and construction experience in the water industry (e.g. NRW, Desalination, water treatment)
- Not less than 8 years post-graduate experience within a project environment, including familiarity with on-site construction and operation protocols.
- A proven track record of stakeholder management
- Health and safety management experience
- Familiarity with project finance principles and understanding of techno-commercial interfaces
- Effective communication and interpersonal skills
- Negotiation skills and ability to influence
- Knowledge of construction and operation contract forms and typical terms
- Directing/Ability to lead
- Prepared to travel
- Fluent written and spoken English
DESIRABLE
- Operations and portfolio management experience with water / wastewater projects
- Professional Engineering qualifications
- Project management qualifications, e.g., PMP.
- Financial acumen, basic understanding of financial principles, investment analysis, and financial modelling.
- Contract negotiation and management experience
