What you’ll get to work with
We are looking for a Technical Proposal Manager (Cost & Engineering) to drive the technical work towards customers, from early dialogue and RFIs to structured proposals and commercial offers, with cost as a central design and decision driver. The role ensures that all proposals are grounded in robust engineering and credible, traceable cost estimates.
This role sits at the intersection of engineering and commercial. The focus is not only to estimate cost, but to actively shape the technical solution based on cost, risk, and value. You lead the technical definition of what we offer, how it is configured, and how it is presented to customers in a clear and defensible way, with full visibility of cost implications.
If you have a strong engineering background, solid experience in cost estimation for complex systems, and have been involved in bids, proposals, or EPC-type projects, this role is a good fit.
As Technical Proposal Manager (Cost & Engineering), your primary mission is to lead the technical work in customer-facing processes, with full ownership of the cost foundation.
You take ownership of RFIs, proposals, and offers, structuring the technical scope, aligning internally across engineering, and ensuring that what we present is technically sound, buildable, and commercially competitive.
You are responsible for the cost basis behind these offers. You build and own the cost models (CAPEX, OPEX, LCOE), ensure traceability to engineering inputs, and define assumptions, risks, and uncertainties in a structured and transparent way.
You work closely with engineering, with a clear mandate to challenge design choices based on cost, drive convergence towards economically viable solutions, and ensure that trade-offs are made with full cost visibility.
This role sits within Engineering and reports to the Vice President of Engineering, while also operating day-to-day across Business Development, Commercial, and Supply Chain.
Key responsibilities
• Lead technical work in customer processes, own RFIs, proposals, and offers from a technical perspective.
• Define and converge the offering, align scope, system configuration, and interfaces across engineering.
• Own the cost foundation, develop and maintain bottom-up estimates (CAPEX, OPEX, LCOE) with clear assumptions and traceability.
• Drive cost and risk understanding, identify cost drivers, uncertainties, and build scenarios and contingency models.
• Challenge engineering solutions, ensure technical choices are economically viable and competitive.
• Coordinate inputs across engineering, supply chain, and finance, validate data and close gaps.
• Develop proposal content, technical descriptions, performance data, and cost narratives.
• Support customer dialogue, explain technical scope and cost assumptions in meetings.
• Translate complex data into clear decision material for management and customers.
• Build structure over time, templates, cost models, and reusable proposal content.
Who you are
You are an engineer with strong commercial awareness and a clear ownership mindset around cost.
You are used to working close to engineering, but also to challenging and shaping solutions based on cost, risk, and overall value.
You are comfortable pushing back when the numbers do not support the design, and you can explain trade-offs and assumptions in a structured and credible way.
In addition, there are a few concrete things that we think will help for you to succeed in this role, these are:
• Engineering degree (mechanical, nuclear, chemical, power systems, or similar) with 7–12 years of relevant experience.
• Strong experience in cost estimation for capital-intensive projects, CAPEX, OPEX, and preferably LCOE or equivalent lifecycle modelling.
• Experience from proposals, bids, RFIs, or EPC-type projects, where you have contributed to or led technical scope definition.
• Ability to build and structure bottom-up cost models, including assumptions, escalation, contingency, and risk handling.
• Experience with uncertainty and risk modelling (for example scenario analysis or Monte Carlo) is a strong advantage.
• Good understanding of engineering documentation (system descriptions, equipment scope, interfaces) and how it translates into cost and delivery scope.
• Strong Excel and modelling skills. Experience with cost tools or planning tools is a plus.
• Clear and structured communication in English. Swedish is an advantage.
