Port Facilities & Security Officer (PFSO)

In accordance with the strategy of Arise Group, TIPSP is a subsidiary of « Arise Ports & Logistics which is well positioned to be the new gateway port of West Africa and handling minerals and liquid cargo.

Based at San Pedro in QHSE Function, this role is crucial in maintaining a secure and efficient port environment, ensuring compliance with international security standards while protecting assets, personnel, and cargo.

Main Activities

Reporting to the QHSE Manager, the PFSO is responsible for ensuring the safety and security of TIPSP terminal in compliance with Arise standards, international and national regulations, including the International Ship and Port Facility Security (ISPS) Code. The role involves security planning, risk assessment, coordination with authorities, and enforcement of security measures to safeguard personnel, cargo, vessels, and infrastructure.

1. Security Management & Compliance

  • Implement and maintain the Port Facility Security Plan (PFSP) in compliance with the ISPS Code.
  • Conduct regular security risk assessments and vulnerability analyses.
  • Ensure that security measures align with local, national, and international security regulations.
  • Liaise with government agencies, including the Coast Guard, Customs, and Port Authorities.
  • Ensure port facility compliance with the ISPS Code and other maritime security frameworks.
  • Maintain and update security records, incident reports, and inspection logs.

2. Access Control & Surveillance

  • Monitor and control access to restricted areas within the port facility.
  • Implement and oversee CCTV surveillance, perimeter security, and alarm systems.
  • Conduct security patrols and inspections of port premises.
  • Ensure proper screening of personnel, visitors, and vehicles entering the terminal.

3. Emergency Response & Crisis Management

  • Develop and execute emergency response plans for security breaches, fire, or hazardous material incidents.
  • Conduct security drills and training sessions for port staff and security personnel.
  • Act as the primary point of contact for security incidents and coordinate emergency response.
  • Collaborate with local law enforcement agencies in case of criminal activities or security threats.

4. Personnel Training & Awareness

  • Train port personnel on security protocols and emergency procedures.
  • Conduct security awareness programs to prevent unauthorized activities and threats.
  • Ensure security personnel are well-trained in handling security equipment and procedures.
  • 5. Coordination & Reporting
  • Work closely with port management, shipping companies, and regulatory bodies.
  • Report security incidents and suspicious activities to the relevant authorities.
  • Keep updated on security threats, piracy, and terrorism risks affecting maritime operations.
  • Participate in security audits and inspections conducted by regulatory agencies.

Qualification & Skills

Business Skills

  • Bachelor's degree in Maritime Security, Port Management, Law Enforcement, Criminology, or a related field (preferred).
  • Certified as a Port Facility Security Officer (PFSO) under ISPS Code regulations.
  • Experience:
  • Minimum 3–5 years of experience in port security, maritime security, or law enforcement.
  • Familiarity with port operations, shipping regulations, and cargo handling procedures.
  • Technical & Soft Skills:
  • Knowledge of ISPS Code, IMO regulations, and local maritime security laws.
  • Experience with CCTV, access control systems, and security technologies.
