Job Title: Planning Engineer

Job Summary

Planning Engineer shall ensure that the construction and development activities are well planned, coordinated and executed as per schedule, budget and specification. The job includes conducting regular site visits to collect the data for preparation on daily, weekly and monthly progress reports.

Responsibilities

Project Planning & Scheduling:

  • Act as the ARISE representative, overseeing and coordinating the contractor's construction schedules and activities.
  • Advise and assist the Project Director to establish scheduling guidelines and standards
  • Monitoring programme/project progress to ensure all parties are aware of Programme/project deadlines, interface and other milestones and critical path
  • Coordinate with project teams/contractors to create a common picture of the current and future activities & resource requirements for the project
  • Programme Cash flow analysis
  • Responsible for independently creating and maintaining a resource-loaded master schedule
  • Develop, update, and maintain detailed project schedules using Primavera P6 for all aspects of infrastructure development.
  • Identify critical paths, milestones, and dependencies within project schedules to optimize timelines and ensure successful project delivery.
  • Monitor contractor progress and ensure adherence to the approved schedule.
  • Develop and maintain comprehensive project schedules reflecting contractor activities and overall project goals.
  • Monitor construction progress to ensure alignment with agreed timelines and milestones.
  • Conduct time impact analysis (TIA) to evaluate contractor schedules to identify potential risks or delays, recommending mitigation strategies.
  • Prepare look-ahead schedules (weekly/monthly) to support site activities.

Coordination and Communication:

  • Coordinate with civil, mechanical, electrical, and marine engineering teams.
  • Collaborate with project managers, design teams, procurement, and contractors.
  • Conduct progress meetings, highlighting schedule deviations or risks.
  • Liaise with stakeholders including port authorities, consultants, and vendors.

Monitoring and Reporting:

  • Track actual vs. planned progress using earned value or other KPIs.
  • Analyze delays and prepare delay impact analysis.
  • Prepare regular progress reports, dashboards, and executive summaries.
  • Forecast future trends and adjust the schedule accordingly.

Resource and Cost Planning:

  • Plan and monitor resources (manpower, equipment, materials) in alignment with schedule.
  • Support project controls team in cost estimation and budget tracking.
  • Identify resource shortfalls or excesses and optimize allocation.

Risk Management:

  • Identify scheduling risks and develop mitigation strategies.
  • Conduct regular reviews to update risk registers and recovery plans.
  • Support the claims and contract teams in time extension (EOT) justifications.

Tools and Technology:

  • Use planning and project management software:
  • Primavera P6 and MS Project
  • Excel, Power BI for reporting
  • AutoCAD for visual planning (if required)

Construction Interface:

  • Ensure proper sequencing of terminal components: berth, yard, cranes, utilities, gates, Buildings, sheds etc.
  • Coordinate with marine works (quay wall and dredging if required) and landside infrastructure for both container yard and timber yard.
  • Align construction activities with equipment delivery and commissioning timelines.

Compliance and Documentation:

  • Ensure plans align with contractual obligations and regulatory standards.
  • Maintain proper documentation for schedule updates, approvals, and change orders.

Job Requirements

  • Bachelors Degree and masters in Construction Management
  • Minimum 10 years of progressive Programme or project experience
  • Minimum 5 years of experience on large-scale construction projects.
  • Experience with scheduling software e.g. Primavera P6
  • Familiar with web-based tools
  • Experience with project management documentation standards for schedules. Should have worked in a similar capacity for at least 2 projects within the last 10 years
  • Experience in analysis of "delay claims" and claim schedules
  • Good communication skills in English
  • Ability to work a flexible schedule, including weekends, holidays, and peak execution periods
