This role will be based in Benin, Africa.
Operations & Maintenance:
- Oversee daily operations of the steel and PE pipeline network, including District Regulating Stations (DRS), Metering & Regulating Stations (MRS), and associated infrastructure.
- Supervise the operation and maintenance of CNG Decompression Unit, LNG, and CNG Stations.
- Develop and implement Annual Maintenance Plans (AMP) covering leak surveys, valve operations, installed skids, and integrity assessments.
- Ensure regular calibration of installed equipment, instruments, and tools & tackles as per operational requirements and compliance standards.
- Monitor and maintain Cathodic Protection (CP) systems including TLPs, TRUs, and ICCP units; conduct CIPS/DCVG surveys and resolve AC/DC interference issues.
- Conduct pipeline pre-commissioning, commissioning, and decommissioning activities in compliance with ASME, API, and other applicable standards.
- Supervise inline inspection (ILI) operations, review inspection reports, and implement corrective actions such as hot tapping, sleeve welding, and coating repairs.
- Perform gas reconciliation, minimize Unaccounted for Gas (LAUG), and ensure accurate gas metering for industrial and commercial customers.
- Implement and oversee Automatic Meter Reading (AMR) systems.
Emergency Response & Network Patrolling:
- Manage Emergency Control Room operations, coordinate immediate responses to gas leakages or network disturbances.
- Organize regular pipeline patrolling to detect third-party interference or threats to network integrity.
- Lead leak detection and emergency isolation procedures in coordination with internal teams and external authorities.
- Ensure uninterrupted gas supply to all categories of end users.
Operation & Project Management:
- Plan and execute greenfield and brownfield projects, including pipeline laying, rerouting, and infrastructure upgrades.
- Review FEED documents, technical specifications, and BOQs for effective procurement and execution planning.
- Coordinate with EPC contractors, vendors, and internal engineering/project teams to ensure timely and cost-effective delivery.
Budgeting:
- Finalize and manage CAPEX and OPEX budgets for the O&M function.
- Continuously monitor and implement OPEX optimization strategies to improve cost efficiency.
Contracts & Procurement:
- Prepare and manage AMC & ARC contracts based on assessed operational requirements.
- Handle procurement of essential inventory and maintenance spares, ensuring readiness for routine operations and contingencies.
- Finalize vendors based on Bidder’s Evaluation Criteria, delivery lead times, and site-specific conditions.
- Maintain adequate O&M inventory levels for seamless operations.
Compliance & Safety:
- Ensure strict adherence to HSE protocols, ISO standards (9001/14001/45001),
- and PNGRB/regulatory requirements.
- Serve as the Nodal Officer for internal and external audits, including Operation Safety Audits and compliance reviews.
- Conduct risk assessments for high-risk segments and implement effective mitigation measures.
Stakeholder & Data Management:
- Liaise with local authorities, district committees, and government agencies for permissions and smooth project execution.
- Maintain and update data in GIS, SAP, and PIMS systems for tracking assets, work orders, and inventory.
- Generate and analyze reports on pipeline health, maintenance performance, and key operational metrics for strategic review.
