The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) has worked for forty years to promote respect for human rights through research, education and capacity development. RWI is an independent academic institution established at Lund University in Sweden in 1984. We combine multi-disciplinary human rights research with education, capacity building, and outreach to contribute to a wider understanding of, and respect for, human rights and humanitarian law. We work with four thematic areas within human rights: ‘access to justice’, ‘non-discrimination and inclusion’, ‘human rights and the environment’ and ‘business and human rights.

Since the early 1990s, we have cooperated with a wide range of institutions and organisations in Africa, Asia, Europe, Latin America and the Middle East, to advance the practical application of human rights around the world. Our cooperation is characterised by mutual trust, long-term commitment, and achievement of common objectives. Currently, we have offices in Bangkok, Harare, Jakarta, Lund, Nairobi, Phnom Penh, and Yerevan.

Position Description
RWI is seeking a Programme Associate to support a scholarship initiative for Afghan women which is part of RWI’s Afghanistan programme 2024-2026. The role will support the implementation of the scholarship component in Indonesia, while the wider programme is managed from RWI’s headquarters in Lund, Sweden. This is a full-time position and the initial contract will cover the period until 31 December, 2025, with the possibility of renewal until December 2026 subject to availability of funding and performance evaluations.

The role is based in RWI’s office in Jakarta, Indonesia.

The Programme Associate will primarily work with the Programme Officer in Jakarta to provide comprehensive support to Afghan women scholars studying at Indonesian universities.
Candidates must be available to start on-site in Jakarta by 15 January at the latest, as students are expected to arrive in late January 2025.
Responsibilities include coordinating travel arrangements, handling logistical and administrative tasks for the students’ travel to and stay in Indonesia, and assisting in organizing workshops and other activities planned for 2025–2026. Additional duties include supporting event planning, budget monitoring, and contributing to security assessments to ensure the successful execution of activities.

Travel to transit countries will also be required early in the year, necessitating a valid passport. Applicants should be aware that due to the current situation in Afghanistan regarding women’s education, the role involves certain risks despite implemented safety measures.

Duties and Responsibilities
The Programme Associate will collaborate closely with the Programme Officer in Jakarta, reporting to the Country Director Afghanistan in Lund. Day-to-day management will be handled by RWI’s Director of Office in Jakarta.

The responsibilities of this role include organizing logistics for planned activities, such as booking venues, arranging travel, and coordinating with participants and partners. The Programme Associate will also prepare and monitor financial documentation related to expenditures, assist with procurement and contract management, ensure compliance with donor and organizational standards, and maintain detailed records of activities and expenses. Duties also include supporting the Senior Finance and Admin Officer in Jakarta with office administration and asset management related to the scholarship component and liaising with RWI’s finance team in Lund. The role requires on-ground support during activities and student transfers, ensuring safety and efficiency.

Candidates must hold a bachelor’s degree in finance, administration, or a related field, with at least five years of experience in project administration, logistics, and event coordination. A diploma in a relevant field, combined with an additional five years of qualifying experience, may be accepted in lieu of a bachelor’s degree. Proficiency in Microsoft Office Suite and familiarity with financial management systems are essential, along with strong organizational skills, attention to detail, and the ability to manage multiple priorities. Excellent written and verbal communication skills in English, a proactive mindset, and a readiness to travel for programme activities are also required. Applicants must be able to start no later than January 15, 2025. A commitment to human rights principles, including non-discrimination and cultural sensitivity, is essential.

Additional qualifications, though not required, include experience in managing similar scholarship initiatives and supporting travel logistics in sensitive contexts, particularly for human rights defenders in authoritarian settings. Knowledge of Afghanistan’s human rights situation, relevant work experience, and Pashto or Dari language skills are advantageous.
